M装备制造公司技术人才培养机制研究

【摘要】:《国务院关于加快振兴装备制造业的若干意见》(国发〔2006〕8号)指出,大力振兴装备制造业,是树立和落实科学发展观,实现国民经济可持续发展的战略举措,并要求要以专业人才培养为重点,加强技术创新队伍建设;以科技进步为支撑,提高企业自主创新能力。众所周知,人才是创造力的载体,是企业发展的核心动力。迈入新时期,中国装备制造企业面对自身存在的问题和与国际先进水平之间的差距,进一步认识到了掌握核心技术的重要性与高技术人才培养的关键性。设计一套充满活力的人才培养机制,实现对技术人员有的放矢的培养与激励,是企业人力资源管理者的核心职责所在。本研究以M装备制造公司为研究对象,结合理论分析与实证研究,借鉴国内外同行业大型企业的人才培养经验,以提出问题、分析问题、解决问题为逻辑思路,通过对公司技术人才培养现状的研究,提出了适应行业特点及公司发展的技术人才培养改进方案。方案前期准备包括分析企业技术人才培养需求、完善技术人才任职资格评价标准、提出内部职称评聘计划。方案具体实施包括新入职技术人员培养项目和技术梯队人才培养项目。方案推进包括建立企业导师制、建立多样化的激励机制及建立学习型组织。同时,通过公司高层领导的全面支持和执行制度及实施策略保障,实现对技术人才的全面培养和激励,最终提高企业的核心竞争实力,促进企业稳定持续健康发展。
[Abstract]:The State Council's opinions on speeding up the Revitalization of equipment Manufacturing Industry (Guofa (2006) No. 8) pointed out that vigorously revitalizing the equipment manufacturing industry is a strategic measure to establish and implement the scientific concept of development and to realize the sustainable development of the national economy. It also requires that the construction of technical innovation team should be strengthened with the emphasis on the training of professional talents, and the ability of independent innovation of enterprises should be improved on the basis of scientific and technological progress. As we all know, talent is the carrier of creativity and the core power of enterprise development. In the new era, Chinese equipment manufacturing enterprises are faced with their own problems and the gap between them and the international advanced level. They have further realized the importance of mastering the core technology and the key to the cultivation of high-tech talents. It is the core duty of human resource managers to design a set of energetic personnel training mechanism and realize the targeted cultivation and encouragement of technical personnel. This research takes M equipment manufacturing company as the research object, combines the theory analysis and the empirical research, draws lessons from the domestic and foreign large-scale enterprise personnel training experience, takes raises the question, the analysis question, solves the question as the logical train of thought, Based on the research on the present situation of the cultivation of technical talents in the company, this paper puts forward a scheme for improving the cultivation of technical talents adapted to the characteristics of the industry and the development of the company. The preliminary preparation of the plan includes analyzing the demand of enterprise technical talents training, perfecting the qualification evaluation standard of technical talents, and putting forward the internal job title evaluation plan. The implementation of the scheme includes the new technical personnel training project and the technical echelon personnel training project. The promotion of the scheme includes the establishment of an enterprise mentor system, the establishment of diversified incentive mechanisms and the establishment of a learning organization. At the same time, through the overall support and implementation system and the implementation strategy guarantee of the company's senior leadership, we can realize the all-round cultivation and encouragement of the technical talents, and finally improve the core competitive strength of the enterprise, and promote the steady, sustainable and healthy development of the enterprise.
