沈阳市高端装备制造业技术创新联盟利益共享机制研究

【摘要】:辽宁省沈阳市作为新中国装备制造业的先锋,在新中国的历史长河中一直担当者重要的工业基地的角色,为我国的工业化建设做出了巨大的贡献。在“十二五”规划中,由工信部、国家发展与改革委员会、财政部共同联合发布《高端装备制造业“十二五”发展规划》(简称《高端规划》)这一《高端规划》的出台对沈阳市装备制造业的转型升级提出了更高的要求。由于高端装备制造业具有技术复杂、资本投入大、研究风险高等特点。单个企业是无法完成产品的设计、制造和生产的,通过政府、企业、科研院所和中介组织建立起来的高端装备制造业技术创新联盟可以更好的促进高端装备制造业的创新与发展并且也逐步成为开展技术创新活动的重要形式。然而,技术创新联盟大范围开展的同时也伴随着一些问题的出现,在沈阳市高端装备制造业技术创新联盟中就存在着利益分配不均的问题,这个问题已经阻碍了联盟的健康发展。所以,如何解决联盟利益分配的问题对于沈阳市装备制造业的发展显得尤为重要。本文通过对沈阳市高端装备制造业技术创新联盟利益分配的研究,充分考虑了联盟成员各自的责任风险、贡献程度和投入比例,利用Delphi专家打分法和AHP层次分析法将上述三个影响因素进行量化分析。得出各影响因素的影响因子,然后拟合成为一个综合加权因子对初始的Shapley值模型进行修改,将综合加权因子加入其中。得到修正的Shapley值模型。来实现高端装备制造业技术创新联盟利益分配的科学合理性。解决联盟利益分配一刀切的问题,促进联盟成员之间的协调、沟通、融合,也在这种良性循环的运行机制下,提高了联盟的运作效率,创造出更多的技术成果。
[Abstract]:Shenyang, Liaoning Province, as the pioneer of equipment manufacturing industry in New China, has been playing an important role in the long history of New China as an industrial base, and has made great contributions to China's industrial construction. The 12th Five-Year Plan for the Development of Manufacturing Industry (hereinafter referred to as "High-end Plan") puts forward higher requirements for the transformation and upgrading of equipment manufacturing industry in Shenyang. The technological innovation alliance of the high-end equipment manufacturing industry established by the government, enterprises, research institutes and intermediary organizations can better promote the innovation and development of the high-end equipment manufacturing industry and gradually become an important form of technological innovation activities. This problem has hindered the healthy development of the alliance. Therefore, how to solve the problem of benefit distribution of the alliance is particularly important for the development of the equipment manufacturing industry in Shenyang. The research on the benefit distribution of manufacturing technology innovation alliance fully considers the responsibility risk, contribution degree and investment proportion of each member of the alliance. Delphi expert scoring method and AHP are used to quantify the above three influencing factors. The initial Shapley value model is modified, and the comprehensive weighting factor is added into it. The revised Shapley value model is obtained to realize the scientific rationality of benefit distribution of high-end equipment manufacturing technology innovation alliance. Under the operation mechanism, the operation efficiency of the alliance has been enhanced, and more technological achievements have been created.
