JV油气开采工程公司发展战略研究

【摘要】:加快海洋油气开发已经成为中国能源战略中相当重要的一环。在“走出去”战略的引导下,我国海洋油气企业开始积极开拓国际市场,广泛地参与国际海洋油气资源的勘探与开发。2014年起,我国与马来西亚经过多次沟通交流,彼此把对方视为最佳的战略合作伙伴,一致同意在马来西亚进行合资合营,2015年1月成立JV油气开采工程公司,联合进行海洋工程业务及油气资源开发。目前,制定未来5年发展战略对于推动JV公司持续健康发展具有重要的现实意义。本文以JV公司为研究对象,运用战略管理相关理论和SWOT分析等方法,对公司所处的内外部环境进行了深入分析。在此基础上,论文提出了JV公司未来5年发展总体思路、战略目标、战略重点与实施步骤。指出,公司应按照国际规范运作,利用自身优势,把握市场发展机遇,以海洋工程为起步,积极整合外部资源,并充分完备内部资源,以支撑公司业务由TI迈入EPCIC,通过充分利用资本运作方式或与其他公司合作开展油气服务和油气工程业务,并向下游产业延伸,进入油气开发领域,成为产业链条完整,资产优良、管理优秀、服务链条完整、具有良好信誉和国际竞争力的油气公司。论文还阐述了战略实施策略,包括提高生产能力,优化人力资源,提高技术水平,加强企业管理,优化市场营销,建立激励机制,建设企业文化等,最后讨论了公司战略实施过程中主要风险及相应的对策。论文研究成果对于JV公司发展具有实际指导意义和应用价值。对于油气行业相关企业也一定的参考借鉴价值。
[Abstract]:Speeding up the development of offshore oil and gas has become a very important part of China's energy strategy. Under the guidance of the "going out" strategy, China's offshore oil and gas enterprises have started to actively open up the international market and participate extensively in the exploration and development of international offshore oil and gas resources. Since 2014, China and Malaysia have had many communications and exchanges. The two sides regarded each other as the best strategic partner and agreed to establish a joint venture in Malaysia and set up JV Oil and Gas production Engineering Company in January 2015 to jointly carry out offshore engineering business and oil and gas resources development. At present, the development strategy for the next five years has important practical significance to promote the sustainable and healthy development of JV Company. This paper takes JV Company as the research object, and analyzes the internal and external environment of the company by using the theory of strategic management and the method of SWOT analysis. On this basis, the paper puts forward the overall idea, strategic objectives, strategic focus and implementation steps of JV Company in the next five years. It is pointed out that the company should operate in accordance with international norms, take advantage of its own advantages, grasp the market development opportunities, take ocean engineering as the starting point, actively integrate external resources, and fully complete internal resources. In order to support the company's business from TI to EPCIC, through fully utilizing capital operation mode or cooperating with other companies to carry out oil and gas service and oil and gas engineering business, and extend to downstream industry, enter the field of oil and gas development, become a complete industry chain. Excellent assets, excellent management, complete service chain, good reputation and international competitiveness of oil and gas companies. The paper also describes the strategy implementation strategies, including improving production capacity, optimizing human resources, improving technical level, strengthening enterprise management, optimizing marketing, establishing incentive mechanism, building corporate culture, and so on. Finally, the paper discusses the main risks and corresponding countermeasures in the process of implementing the company's strategy. The research results of this paper have practical significance and application value for the development of JV Company. For the oil and gas industry related enterprises also certain reference value.
