基于夏普利值的中压配电网扩建费用分摊方法

【摘要】:电力市场环境下配电网投资必须由接入其中的各方承担,公平合理的费用分摊方案是配电网健康有序发展的重要内容之一。提出一种基于夏普利值与最优潮流结合的费用分摊方法。首先借助最优潮流,确定在灵活可控配网中,由于分布式电源、负荷接入引起的最小扩建费用;再利用夏普利值对各方影响进行加权平均,进而确定费用分摊方案。以北京市延庆地区为蓝本设计算例进行验证,对一般负荷、电动汽车、光伏接入后各方所应承担的费用进行了分析。算例表明,所提方法能反映接入要素的类型、接入位置、容量、可控性等多个因素的影响。当接入方具有抑制主变过负载、电压越限、可灵活调节等属性时,可降低其接入费用,从而证明了该方法能够有效构成经济激励。
[Abstract]:The distribution network investment must be borne by the parties involved in the power market environment. A fair and reasonable cost-sharing scheme is one of the important contents of the healthy and orderly development of the distribution network. A cost allocation method based on the combination of Sharpley value and optimal power flow is proposed. Firstly, with the help of optimal power flow, the minimum expansion cost due to distributed power generation and load access is determined in a flexible and controllable distribution network, and then the weighted average of the influence of Sharpley value is used to determine the cost allocation scheme. Taking Yanqing area of Beijing as an example, the cost of general load, electric vehicle and photovoltaic system is analyzed. An example shows that the proposed method can reflect the types of access elements, access location, capacity, controllability and other factors. When the accessor has the properties of restraining the overload of the main transformer, exceeding the voltage limit and adjusting flexibly, the access cost can be reduced, which proves that the method can effectively constitute the economic incentive.
