江苏油田井下作业质量管理研究

【摘要】:井下作业是油田勘探开发中落实油井产量、实施稳产增产措施、解除油水井故障的重要手段。随着油田勘探开发的不断深入,目前国内大多数主力油田已进入开发中后期,油水井套管老化,井下故障发生频繁且复杂程度不断增加,作业工作量和作业难度不断增加,作业质量控制难度加大。此外随着油田工程服务市场化加快,井下作业市场的竞争也随之加剧,加之近期原油价格下跌、国企改革等诸多变化,对井下作业质量管理提出了更高的要求,迫切需要解决其质量管理工作存在薄弱环节,促进作业质量水平的持续提升,不断增强核心竞争力。因此,本文以江苏油田为研究对象,对江苏油田井下作业质量管理进行了实证分析,并结合实际提出完善江苏油田井下作业质量管理的对策措施,对提高江苏油田井下作业质量管理水平具有重要的现实意义。文章运用的研究方法主要有文献研究法和案例分析法。通过文献研究,了解了国内外质量管理研究现状,学习了国内其他油田井下作业质量管理的方法和措施,并对井下作业质量管理相关理论、井下作业质量管理概念、井下作业施工特殊性、质量管理难点进行了学习和总结。通过对江苏油田井下作业质量管理现状的调查、井下作业施工质量问题统计分析,找出目前江苏油田作业质量管理方面存在的不足,主要表现在制度不完善、人员管理不到位、技术保障能力不强和管理措施不到位四个方面。针对江苏油田井下作业质量管理存在的问题,提出完善江苏油田井下作业质量管理的措施:制度层面上建立健全设计审核、质量考核制度,完善质量分析、顾客满意度调查、质量管理评优制度;人员层面上要加强全员质量教育培训、专业技术培训,健全人才培养激励机制;技术层面上加大工艺技术攻关,加强新工艺新技术推广应用,鼓励员工广泛参与技术革新;管理层面上要健全作业过程控制措施、建立作业质量监督机制、统一质量检查考核标准、加大质量考核度、推进质量持续改进、推动体系有效运行。希望通过以上一系列措施,提升江苏油田井下作业质量风险防控能力,提高井下作业施工质量与服务质量,提高江苏油田井下作业整体效益水平和核心竞争力,在应对国际低油价、经济新常态、国企改革等多重压力下,焕发新动力,赢得新挑战。
[Abstract]:Downhole operation is an important means to carry out oil well production, implement stable production and increase production measures in oil field exploration and development, and relieve oil and water well faults. With the deepening of oil field exploration and development, most of the main oil fields in China have entered the middle and late stage of development at present, the casing of oil and water wells is aging, the downhole faults occur frequently and the degree of complexity is increasing, the workload and difficulty of operation are increasing constantly. The difficulty of operation quality control is increased. In addition, as the marketization of oilfield engineering services accelerates, the competition in the downhole operation market also intensifies. In addition, the recent decline in crude oil prices, the reform of state-owned enterprises, and many other changes have put forward higher requirements for the quality management of downhole operations. It is urgent to solve the weakness of quality management, to promote the continuous improvement of the quality level of operation and to enhance the core competitiveness. Therefore, this paper takes Jiangsu Oilfield as the research object, carries on the demonstration analysis to the Jiangsu oil field downhole operation quality management, and proposes the countermeasure which consummates the Jiangsu oil field downhole operation quality management combining with the actual situation. It is of great practical significance to improve the quality management level of downhole operation in Jiangsu Oilfield. The research methods used in this paper are mainly literature research and case analysis. Through the research of literature, the present situation of quality management research at home and abroad is understood, and the methods and measures of underground operation quality management in other oilfields in China are studied, and the related theory of underground operation quality management and the concept of underground operation quality management are also discussed. The particularity of underground operation and the difficulty of quality management are studied and summarized. Through the investigation of the present situation of the underground operation quality management in Jiangsu Oilfield and the statistical analysis of the downhole operation quality problems, this paper finds out the shortcomings in the operation quality management of Jiangsu Oilfield at present, which are mainly reflected in the imperfect system and inadequate personnel management. Technical support capacity is not strong and management measures are not in place in four aspects. In view of the problems existing in the quality management of the downhole operation in Jiangsu Oilfield, the measures to improve the quality management of the downhole operation in Jiangsu Oilfield are put forward: establishing and perfecting the design audit, quality assessment system, perfecting the quality analysis, and the investigation of customer satisfaction at the system level. At the personnel level, we should strengthen the quality education and training of the whole staff, train the specialized technology, improve the incentive mechanism for the cultivation of talents, increase the technological problems in the technical level, and strengthen the popularization and application of the new technology and new technology. We should encourage employees to participate in technological innovation extensively, improve the control measures of the work process, establish a quality supervision mechanism, unify the quality inspection and assessment standards, increase the quality assessment degree, and promote the continuous improvement of the quality. To promote the effective operation of the system. It is hoped that through the above series of measures, the risk prevention and control ability of the downhole operation quality in Jiangsu Oilfield will be enhanced, the construction quality and service quality of the downhole operation will be improved, and the overall benefit level and core competitiveness of the downhole operation in Jiangsu Oilfield will be improved. In response to the international low oil prices, the new normal economy, state-owned enterprise reform and other pressures, fresh momentum to win new challenges.
