水电站远程集控模式下H公司运营管理模式优化设计

【摘要】：水电站由于其特殊性,大多地处深山峡谷,远离城市或集镇,交通、生活不便,职工子女教育等家庭问题无法较好解决,因此,实现远程集控运行是电力企业实现所属电站群和流域梯级水电站运行管理精简高效、效益最大化的发展趋势。当前,国内多家流域水电开发公司在水电站“远程集控、关门运行”建设方面进行了积极探索,并取得了较好成效。实现水电站远程集控后,研究调整现有企业管理模式以及远程集控方式下的电站安全生产管理问题,系统构建集控运行模式下的电站安全、运维、检修、保障和应急管理体系,对于确保水电企业安全可靠经济运行及效益提升具有重要意义。本文以现代企业运营管理理论为基础,以H公司开展水电站远程集控建设为背景,针对H公司投入远程集控后运营管理中存在的问题,通过分析研究国内外水电企业的先进经验,对H公司运营管理模式进行优化设计。通过对水电企业发展背景及现状需求的研究,提出紧跟水电改革进程,深化水电企业运营管理模式需要改进的观点,并通过回顾现代企业运营管理理论的概念界定水电企业运营管理的内容；分析国外电力公司的运营模式以及国内水电站管理模式探索历程、水电站管控特点及难点,指出H公司目前存在的问题,提出对水电企业管理启示与水电站群运营管理模式的管理定位,提出应实行“集中监控、分级管理,现场协助、远程互动”的管理模式,并进一步阐述该模式的具体方案。而后,本文针对H公司远程集控管理实施过程可能遇到的困难,提出了具体的保障措施。最后,本文对水电企业运营管理模式做出总结及展望。实施远程集控管理模式是水电企业逐步实现电站管理智能化背景下的必然趋势,“集中监控、分级管理,现场协助、远程互动”的运营管理模式成为水电企业发展的必由之路。
[Abstract]:Because of its particularity, most hydropower stations are located in deep mountain canyons, far away from cities or market towns, transportation, inconveniences in life, education of workers and children, and other family problems, therefore, The realization of remote centralized operation is the development trend of electric power enterprises to realize the operation and management of hydropower stations belonging to the power station group and river basin cascade hydropower station, which is simple and efficient and maximizes the benefit. At present, many domestic watersheds hydropower development companies have actively explored the construction of "remote centralized control and closed operation" of hydropower stations, and have achieved good results. After realizing the remote centralized control of hydropower station, the paper studies and adjusts the existing enterprise management mode and the power station safety production management under the remote centralized control mode, and constructs the power station safety, operation and maintenance, security and emergency management system under the centralized operation mode. It is of great significance to ensure the safe and reliable economic operation and benefit promotion of hydropower enterprises. Based on the theory of modern enterprise operation and management, this paper takes H Company as the background to carry out the construction of remote centralized control of hydropower station, aiming at the problems existing in the operation management of H Company after it has been put into remote centralized control. By analyzing and studying the advanced experiences of domestic and foreign hydropower enterprises, the operation and management mode of H Company is optimized. Through the research on the development background and current situation demand of hydropower enterprises, this paper puts forward the point of view that the operation and management mode of hydropower enterprises should be improved in keeping with the process of hydropower reform. And through reviewing the concept of modern enterprise operation management theory, define the content of hydropower enterprise operation management; This paper analyzes the operating mode of foreign power companies and the exploration course of domestic hydropower station management mode, the characteristics and difficulties of hydropower station management and control, and points out the problems existing in H Company. This paper puts forward the inspiration to the management of hydropower enterprises and the management orientation of the management mode of hydropower station group operation, and puts forward the management mode of "centralized monitoring, hierarchical management, on-site assistance and remote interaction", and further expounds the concrete scheme of this mode. Then, aiming at the possible difficulties in the implementation process of H company's remote centralized control management, this paper puts forward the concrete safeguard measures. Finally, this paper summarizes and prospects the operation and management mode of hydropower enterprises. It is an inevitable trend for hydropower enterprises to implement remote centralized control management mode under the background of intelligent power station management. The operation management mode of "centralized monitoring, hierarchical management, on-site assistance and remote interaction" has become the only way for hydropower enterprises to develop.
