宁波市工业项目节能评估和审查优化对策研究

【摘要】:宁波市作为能源高度依赖外部输入的能耗大市,自2007年开始对工业固定资产投资项目实施节能评估和审查(简称工业项目能评),试图通过严把工业领域能源消费准入关,从源头控制工业能源消费,提升工业领域的能源利用水平。这项工作实施后,宁波市高耗能产业盲目扩张的态势得到了有效遏制,但是,仍有少数高能耗的工业项目通过各种途径非法上马,凸显出了宁波市工业项目能评还存在一定的问题。本文采用调查研究法、博弈分析法及文献研究法,结合宁波市工业项目能评实际开展情况,通过分析发现该项工作存在以下问题:政府过度主导,角色定位不明;节能评估机构运作方式不当,竞争力不强;项目业主单位被动参与,主动性低;公众参与程度不高,渠道缺失。如何解决存在的问题以优化宁波市工业项目能评已是当务之急,本文首先运用比较分析法,对比国内其他地区工业项目能评的先进做法及国外发达国家降低工业项目能耗水平的经验措施,得到启示,提出要完善相关政策,加强监管,更合理发挥政府的作用,充分发挥市场的作用,动员社会公众的力量。在此基础上,本文结合善治理论、多中心治理理论,提出了宁波市工业项目节能评估和审查的优化对策:政府要合理制定政策、弱化参与职能、强化监管职能、坚持依法行政;要强化节能评估机构能力建设、加强其工作独立性、努力构建充分竞争的能评市场;要对项目业主单位加强政策宣传、建立用能权交易机制、大力处罚违法行为;要积极开辟公众参与渠道、发展民间节能组织、加强政策宣传引导。
[Abstract]:Ningbo, as a large energy consumption city, which is highly dependent on external input of energy, has been carrying out energy conservation evaluation and review of industrial fixed assets investment projects since 2007, in an attempt to strictly regulate energy consumption in industrial fields. Control industrial energy consumption from the source, improve the level of energy utilization in the industrial field. After the implementation of this work, the situation of blind expansion of high-energy consuming industries in Ningbo has been effectively curbed. However, there are still a few high-energy consumption industrial projects that are illegally launched through various channels. Highlights the Ningbo City industrial projects can evaluate there are still some problems. This article adopts the investigation research method, the game analysis method and the literature research method, unifies the Ningbo city industry project to evaluate the actual development situation, through the analysis discovers this work has the following problems: the government excessively dominates, the role localization is unclear; Energy-saving evaluation organization operating mode is improper, the competitiveness is not strong; the project owner unit passively participates, the initiative is low; the public participation degree is not high, the channel is missing. How to solve the existing problems in order to optimize the evaluation of industrial projects in Ningbo is an urgent matter. Comparing the advanced practices of industrial projects in other regions of China and the experience measures of foreign developed countries to reduce the energy consumption level of industrial projects, we can get some enlightenment. We should improve relevant policies, strengthen supervision, and give more reasonable play to the role of the government. Give full play to the role of the market and mobilize the public. On this basis, combining the theory of good governance and the theory of multi-center governance, this paper puts forward the optimized countermeasures of energy-saving evaluation and examination of industrial projects in Ningbo: the government should rationally formulate policies, weaken the function of participation, strengthen the function of supervision, and persist in administering according to law; It is necessary to strengthen the capacity building of energy conservation evaluation institutions, strengthen their work independence, and strive to build a fully competitive evaluation market, strengthen policy publicity to project owners and units, establish a trading mechanism for energy use rights, and vigorously punish illegal activities. We should actively open up channels for public participation, develop private energy-saving organizations, and strengthen policy publicity and guidance.
