蒙古国乳化炸药生产企业安全管理模式研究

【摘要】：随着蒙古国经济的发展,采矿业飞速发展,尽管国家对这一高危行业进行严格的控制,安全事故还是时有发生,安全事故频发不仅给企业带来巨大的损失,也给员工的生命安全带来了很大的威胁,更严重的破坏了环境和社会公众生命安全。实现安全生产,实施可持续发展战略已经成为该行业关注的重点和主要的经营理念。企业要想杜绝此类事故的发生,最重要的方法就是建立安全管理新模式。首先,本文系统的分析了乳化炸药生产企业安全管理模式。乳化炸药生产行业较其他行业具有很大的特殊性,在其生产、运输、存储和使用过程中极容易发生安全事故,如果安全管理不到位,很容易酿成大错。目前国家已经对乳化炸药生产实施了监管,并对其安全生产提出了具体要求,但仍然存在很多不足。其次,构建了蒙古国乳化炸药生产企业安全管理新模式,企业要实行系统的、持续改进的HSE安全管理体系,形成健康的、一体化的管理理念,并建立安全文化与HSE相结合的安全管理新模式,充分体现以人文本、全员参与的思想,安全文化为HSE的顺利实行提供了保障。再次,通过对达瓦满都拉公司这一具体实例的分析,了解了公司现有的安全管理理念、规章制度、安全管理模式运行情况,找出存在的问题,将安全管理新模式引入到达瓦满都拉公司,制定了相应的实施方案,分析了预期效果。最后,提出了蒙古国乳化炸药生产企业安全管理模式的实施保障,建议企业培育安全文化,提高企业全体人员对安全管理的认识,健全安全管理制度,并加大安全管理投入,充分保障安全管理新模式的实行。
[Abstract]:With the development of Mongolia's economy and the rapid development of mining industry, although the state carries out strict control over this high-risk industry, safety accidents still occur from time to time. The frequent occurrence of safety accidents not only brings huge losses to enterprises, It also brings a great threat to the life safety of employees, and destroys the environment and public life more seriously. To realize production safety and implement sustainable development strategy has become the focus and main management idea of the industry. The most important way for enterprises to prevent such accidents is to establish a new mode of safety management. First of all, the safety management mode of emulsion explosive production enterprise is analyzed systematically in this paper. Emulsified explosive production industry has great particularity compared with other industries, in its production, transportation, storage and use of the process of extremely prone to safety accidents, if the safety management is not in place, it is easy to make a big mistake. At present, the state has carried out supervision on the production of emulsion explosives, and put forward specific requirements for its safety in production, but there are still many deficiencies. Secondly, a new safety management model of Mongolian emulsion explosive production enterprises is constructed. The enterprises should implement a systematic and continuously improved HSE safety management system and form a healthy and integrated management concept. A new safety management model combining safety culture and HSE is established, which fully embodies the idea of human text and full participation. Safety culture provides the guarantee for the smooth implementation of HSE. Thirdly, through the analysis of the concrete example of Dawa Mandola Company, we understand the company's existing safety management concepts, rules and regulations, and the operation of safety management mode, and find out the existing problems. The new model of safety management is introduced to Dawa Mandola Company, and the corresponding implementation scheme is worked out, and the expected effect is analyzed. Finally, the paper puts forward the implementation of safety management model for emulsion explosive production enterprises in Mongolia, and suggests that enterprises should cultivate safety culture, improve the understanding of safety management, improve safety management system, and increase safety management investment. Fully ensure the implementation of the new mode of safety management.
