重点生态功能区特色工业选择的实证研究

【摘要】：重点生态功能区应当如何发展工业,是当前亟需探索的问题。本文分析了重点生态功能区的工业选择依据,并以湖南重点生态功能区之一的怀化市为例,运用因子分析法对该地区工业进行了综合评价。研究认为,在重点生态功能区开展工业选择应当坚持环境友好、比较优势、市场导向和产业关联的准则,应该将具备这些准则特征的特色优势工业作为主导产业来培育和发展。怀化市的木材加工和木、竹、藤、棕、草制品业、农副食品加工业、电力、热力、燃气及水生产和供应业、医药制造业、废弃资源综合利用业、饮料制造业等6个产业,是符合重点生态功能区的产业发展要求的特色优势工业。
[Abstract]:How to develop industry in the key ecological function area is an urgent problem to be explored at present. This paper analyzes the basis of industrial selection of key ecological functional areas, and takes Huaihua City, one of the key ecological functional areas of Hunan Province, as an example, and makes a comprehensive evaluation of the industry of this area by means of factor analysis. It is suggested that the environmental friendly, comparative advantage, market-oriented and industry-related criteria should be adhered to in the development of industrial selection in the key ecological functional areas, and the dominant industries with the characteristics of these criteria should be cultivated and developed as the leading industries. Huaihua City wood processing and wood, bamboo, rattan, brown, grass products industry, agricultural non-staple food processing industry, electricity, heat, gas and water production and supply industry, pharmaceutical manufacturing, waste resources comprehensive utilization industry, beverage manufacturing industry, etc. Is in line with the key ecological functional areas of the industrial development requirements of the characteristic advantage industry.
