蒙东地区农网储能系统项目建设及实施效果评价研究

【摘要】:自2004年以来,雾霾问题越来越引起人们的注意力。但是,业界关于治理雾霾、改善空气质量的方法的争议也有很大的分歧。通过研究国家的能源消费可以看出,我国雾霾日趋严重主要是因为不合理的能源消费结构,也就是说,过多的化石能源消耗来供给经济发展,而可再生能源的贡献却不大。雾霾的根本解决办法是扩大使用太阳能、风能等清洁能源的范围,减少对化石能源的依赖。内蒙古自治区的不仅具有巨大的风能资源和太阳能资源,而且开发前景广阔,据统计,在省级电网的等级排名中,内蒙古自治区的机组容量、发电量都位列第一。然而,内蒙古自治区的风电资源也存在着很多的问题,比如风力资源的速度很不稳定,风速不稳定造成的机组利用率低,风电机组的投入量日趋增长,低谷区域风力浪费现象和用电限制的矛盾突出,风电的调峰问题没有得到有效解决等等,都会给内蒙古区域用电甚至是全国电力的平稳发展造成威胁。对于上述一系列的问题尤其是风电的调峰问题、低谷风电资源浪费问题,风电储能调峰技术是最有效的解决办法之一,能够有效改善风资源间歇性引起的负面影响。本文首先研究了国内外关于输配电网的运营管理模式及新能源储能发展现状,讨论了蒙东区域的新能源发展状况及难题;坚持蒙东新能源发电与农网终端负荷距离最短的原则上,考虑农网运行特征和电力负荷状况,提出了新能源消纳和终端电能替代的可行性、必要性的解决方案,建立了蒙东新能源消纳的农网储能系统,并对其运营模式进行研究分析。其次,对蒙东地区的现行电价制度和配套的电价机制进行深入分析,提出储能系统运营的模式和效益评估。蒙东农网储能系统的建立能够解决蒙东新能源风电弃风、电量消纳等问题,大力提升分布式光伏发电的接入能力,提高农网的电力负荷率,减少居民生活用电成本,推动节能城镇发展,为破解雾霾提供有效的解决方案。
[Abstract]:Since 2004, the haze problem has attracted more and more attention. However, there are also great differences in the dispute over ways to control haze and improve air quality. Through the study of national energy consumption, it can be seen that the increasingly serious haze in China is mainly due to the unreasonable energy consumption structure, that is to say, too much fossil energy consumption to supply economic development, but the contribution of renewable energy is not great. The fundamental solution for haze is to expand the use of clean energy such as solar and wind energy and reduce reliance on fossil energy. The Inner Mongolia Autonomous region not only has huge wind energy resources and solar energy resources, but also has broad development prospects. According to statistics, Inner Mongolia Autonomous region ranks first in the ranking of unit capacity and power generation in the provincial power grid. However, there are also many problems in the wind power resources of Inner Mongolia Autonomous region, such as the speed of wind resources is very unstable, the utilization rate of wind turbines is low, the input of wind turbines is increasing day by day, the contradiction between wind power waste and electricity consumption restrictions in low valley area is prominent, the problem of wind power peak shaving has not been effectively solved, and so on, which will threaten the steady development of electricity consumption in Inner Mongolia and even the whole country. For a series of above problems, especially the problem of peak shaving of wind power, the waste of low valley wind power resources, wind power energy storage peak shaving technology is one of the most effective solutions, which can effectively improve the negative impact caused by intermittent wind resources. In this paper, the operation and management mode of transmission and distribution power grid and the development status of new energy storage at home and abroad are studied, and the development situation and difficult problems of new energy in Mengdong region are discussed. Based on the principle of the shortest distance between the power generation of Mengdong new energy and the terminal load of rural power network, considering the operation characteristics and load condition of rural power network, the feasibility and necessity of new energy absorption and terminal electric energy substitution are put forward, and the energy storage system of Mengdong new energy absorption rural network is established, and its operation mode is studied and analyzed. Secondly, the current electricity price system and supporting electricity price mechanism in Mengdong area are deeply analyzed, and the operation mode and benefit evaluation of energy storage system are put forward. The establishment of energy storage system of Mengdong rural power network can solve the problems of wind power abandonment and electricity consumption of new energy in Mengdong, improve the access ability of distributed photovoltaic power generation, improve the power load rate of rural power network, reduce the cost of household electricity consumption, promote the development of energy-saving cities and towns, and provide an effective solution for cracking haze.
