数字出版管理人才胜任素质模型构建

【摘要】:数字出版(数码出版)已经成为世界出版业的主体。在第60届全球出版业风向标的法兰克福书展上,“数字出版”替代传统出版,成为大会主题;2009年,中国数字出版业总值达795亿元人民币,已经开始超越传统书报刊出版物的贡献。与此同时,我国通过《新闻出版业“十二五”时期发展规划》把数字出版建设与发展提升到国家发展规划的战略高度。数字出版的未来关键在优秀人才,特别是管理类人才。未来世界出版业的竞争,归根到底是高素质数字出版人才的竞争,高素质数字出版人才的匮乏,无疑是制约数字出版长期健康发展的短板和瓶颈。 高素质数字出版人才队伍建设是一项艰巨而复杂工程,既包括技术素质要求、内容素质要求、经营管理素质要求以及其他创新性素质的综合等,这需要我们运用管理学人力资源开发理论,进行系统思考和分析,为出版业高素质人才选拔、培养、使用、激励与考核提供理论支撑。“胜任素质模型”作为人力资源管理的重要工具,是企业全方位探究优秀员工素质的常用方法,借以分析出版企业数字出版人才的素质状况和要求,可以帮助企业发现不断达成战略目标的关键因素,从而,为企业加快高素质数字出版人才队伍建设提供科学思路和必要依据。 本文以X公司为研究背景,通过对其发展战略、企业文化和关键岗位具体职责的分析,提炼胜任素质项目,建立数字出版管理者胜任素质过渡模型,并对X企业数字出版管理者胜任素质进行360度问卷调查,统计分析后,再对胜任素质过渡模型进行调整、排序和补充,得到最终的X企业数字出版管理人员胜任素质,并依据数字出版特征对素质项目进行个性化描述。具体来讲,主要包括以下四个素质族的素质:认知族:专业知识技能、前沿追踪、分析判断、学习发展;管理族:资源整合、全局观、团队整合、战略思考、人员发展、激励;帮助与服务族:以客户为中心、沟通协调;目标与行动族:计划制定、成就导向、文化冲突化解。最后针对数字出版管理者胜任素质模型在企业人力资源管理工作中的具体应用进行分析并提出了相应的对策建议。
[Abstract]:Digital publishing (digital publishing) has become the main body of the world publishing industry. At the 60th Frankfurt Book Fair, the vane of the global publishing industry, "digital publishing" became the theme of the conference instead of traditional publishing. In 2009, China's digital publishing industry totaled 79.5 billion yuan. It has begun to transcend the contributions of traditional books, newspapers, periodicals and publications. At the same time, the construction and development of digital publishing has been promoted to the strategic height of the national development plan through the "12th Five-Year Plan" of the press and publication industry in China. The key to the future of digital publishing lies in outstanding talents, especially management talents. In the future, the competition of the world publishing industry is, in the final analysis, the competition of high-quality digital publishing talents, and the lack of high-quality digital publishing talents is undoubtedly a short board and bottleneck restricting the long-term and healthy development of digital publishing. The construction of high-quality digital publishing talents is a difficult and complex project, which includes the requirements of technical quality, content quality, management quality and other innovative qualities, etc. It is necessary for us to use the theory of human resource development of management to think and analyze systematically so as to provide theoretical support for the selection, cultivation, use, encouragement and examination of high quality talents in the publishing industry. As an important tool of human resource management, "competency Model" is a common method for enterprises to explore the quality of excellent employees in all aspects, so as to analyze the quality and requirements of digital publishing talents in publishing enterprises. It can help enterprises to find out the key factors to achieve the strategic goals, and thus provide scientific ideas and necessary basis for enterprises to speed up the construction of high-quality digital publishing talent team. This paper takes X Company as the research background, through the analysis of its development strategy, corporate culture and the specific duties of key posts, refining the competency project, and establishing the transition model of the competency of digital publishing managers. After a 360-degree questionnaire survey on the competence of digital publishing managers in X enterprises, the author adjusts, sorts and complements the transition model of competency after statistical analysis, and obtains the final competency of digital publishing managers in X enterprises. And according to the digital publishing characteristics of the quality of the project for personalized description. Specifically, it includes the following four qualities: cognitive family: professional knowledge and skills, frontier tracking, analysis and judgment, learning development, management family: resource integration, global view, team integration, strategic thinking, personnel development, motivation; Help and service family: customer-centered, communication and coordination; goals and actions: planning, achievement-oriented, cultural conflict resolution. Finally, this paper analyzes the application of the competency model of digital publishing managers in the enterprise human resource management and puts forward the corresponding countermeasures and suggestions.
