【摘要】：党的十七届六中全会把文化建设提升到党和国家的战略层面进行研究部署,提出“繁荣文化创作生产,必须树立精品意识,全面提高文化产品质量”。国务院办公厅出台的《关于进一步支持甘肃经济社会发展的若干意见》,确定了甘肃“建设文化大省”的奋斗目标。甘肃文化底蕴深厚,文化资源丰富,文化名人辈出,是中华民族重要的文化资源宝库,理应抓住前所未有的历史性机遇,在出版体现国家意志、传承中华文明、弘扬时代精神的传世精品上有所作为。本文以推动文化大发展大繁荣为背景,在深入各出版单位实地调研、大量翻阅资料、充分掌握实情的基础上,运用实证分析与规范研究相结合的方法,规范研究主要是对甘肃“十二五”期间精品图书出版的过程和结果进行价值判断,阐明了甘版精品图书出版实现社会效益与经济效益之间的关系“应该是怎样的”问题,实证研究回答了甘版精品图书出版实现社会效益与经济效益之间的关系“是什么”的问题,说明精品图书出版内容为王,始终要把社会效益放在首位。运用辩证分析与对比分析相结合的方法,辩证分析主要是从过去取得的成绩和当前面临的危机两方面进行精品出版形势分析,对比分析则是把甘肃情况放在全国进行横向比较、省内各出版单位的情况进行横向比较、甘肃“十一五”与“十二五”的情况进行纵向比较,对甘肃精品图书出版作出总体评价。运用定性研究与定量分析相结合的方法,定性研究说明甘肃精品出版诸多方面都无法适应当代精品图书出版的形势要求,定量分析则用确凿的数据对无法适应的程度予以支撑。运用主观因素与客观因素相结合的方法,从思想理念、产品结构、机制体制、经费支撑、人才保障等方面对甘肃精品图书匮乏的主要原因进行深入分析。运用理论与实践相结合的方法,根据国家、新闻出版总署、省委省政府对推出精品力作不同层面的政策要求,结合甘肃出版实际情况,对甘肃省精品图书出版的有效途径进行研究。理论联系实际,也是本文进行研究的一个基础。本文以省级新闻出版行政管理部门的视角立论,对甘肃新闻出版业精品图书生产相关的问题进行了尝试性分析和探讨,并就建设文化大省任务目标及其时代背景下如何推进甘肃精品图书生产提出了可行性建议,对于甘肃走特色精品图书出版之路具有借鉴意义。
[Abstract]:The sixth Plenary session of the 17th CPC Central Committee promoted the cultural construction to the strategic level of the Party and the country, and put forward that "in order to prosper cultural creation and production, we must set up the consciousness of fine works and improve the quality of cultural products in an all-round way". Some opinions on further supporting the economic and social development of Gansu Province, issued by the General Office of the State Council, set the goal of "building a large cultural province" in Gansu. Gansu has a deep cultural heritage, rich cultural resources and numerous cultural celebrities. It is an important treasure house of cultural resources for the Chinese nation. It should seize the unprecedented historic opportunity to embody the national will in publishing and inherit Chinese civilization. In order to carry forward the spirit of the times, we have made some achievements in the world. This article, based on the background of promoting the great development and prosperity of culture, on the basis of thorough investigation and investigation on the spot by various publishing units, and reading a large number of materials, fully grasps the facts. By using the method of combining empirical analysis with normative research, the normative research is mainly to judge the value of the process and results of the publication of high-quality books during the 12th Five-Year Plan period in Gansu Province. This paper expounds the relationship between the social and economic benefits of the publication of the Gan edition high-quality books, and expounds the problem of "what should be the relationship between the social and economic benefits", The empirical study answers the question of "what is the relationship between social benefits and economic benefits" in the publication of quality books in Gan version, and explains that the content of the publication of high-quality books should always be put in the first place. Using the method of combining dialectical analysis with comparative analysis, dialectical analysis is mainly from the past achievements and the current crisis of the two aspects of high-quality publishing situation analysis, comparative analysis is to put Gansu situation in the national horizontal comparison. The situation of the publishing units in the province is compared horizontally, and the situation of Gansu "Eleventh Five-Year Plan" and "the Twelfth Five-Year Plan" is compared longitudinally, and the overall evaluation of the publication of the fine books in Gansu Province is made. By using the method of combining qualitative research with quantitative analysis, the qualitative research shows that many aspects of Gansu high-quality publishing can not adapt to the requirements of the situation of contemporary high-quality book publishing, while quantitative analysis supports the degree of inadaptability with conclusive data. By combining subjective factors with objective factors, this paper makes a deep analysis of the main reasons for the scarcity of high-quality books in Gansu Province from the aspects of ideology, product structure, mechanism and system, fund support and talent guarantee. Using the method of combining theory with practice, according to the policy requirements of the state, the General Administration of Press and publication, the provincial party committee and the provincial government, and combining the actual situation of Gansu publishing, This paper studies the effective ways to publish fine books in Gansu Province. This paper, from the perspective of provincial press and publication administrative department, makes a tentative analysis and discussion on the problems related to the production of high-quality books in the press and publication industry of Gansu Province. The paper also puts forward some feasible suggestions on how to promote the production of high-quality books in Gansu under the background of the task of constructing a cultural province and how to promote the production of high-quality books in Gansu Province, which has reference significance for Gansu to take the road of publishing high-quality books with special features.
