公益性出版单位的社会绩效评价指标体系研究

【摘要】:目前,我国公益性出版单位的改革和发展还处于初级阶段,有关公益性出版的各方面研究还不够全面,公益性出版单位管理模式以及未来发展方向还有待探讨。构建出我国公益性出版单位的社会绩效评价指标体系,不但能完善和发展了我国公益性出版单位绩效管理的相关理论,为公益性出版单位的公共文化服务绩效提供了一定的评估标准,最大化的体现出公益性出版的社会效益,而且有利于国家和社会对公益性出版单位进行监督和控制,指导公益性出版单位的未来发展和管理模式的调整,提高公益性出版单位的公共文化服务的能力。 本文研究的社会绩效评价指标体系侧重于从外部角度来全面考核公益性出版单位,注重其社会效益的实现,而不是针对公益性出版单位的内部机构管理以及人力资源管理等内部绩效评价。本文运用了观察法、文献研究法、系统分析法、定性分析法、比较研究法等多种手段,对我国相关政策和国内外相关文献进行了分析,分别比较了公益性出版单位与经营性出版企业、非营利性组织以及公共文化服务单位的异同,并取其精华;借助了公共管理学、非营利组织绩效管理理论等相关知识,深入研究了相关绩效评价的方法理论;再结合公益性出版单位的特点,系统分析了其社会绩效评价的侧重点;通过把公益性出版单位社会绩效评估体系看作是一个整体,来构建出我国公益性出版单位的社会绩效评价指标体系的模型。 本文主要分为六个部分:第一部分阐述了本文研究的目的和意义,国内外研究现状,明确了本文研究方法和相关思路;第二部分介绍了公益性出版单位的基本概念及其特性,界定了公益性出版单位的涵义、性质和职能;第三部分结合公益性出版单位社会绩效评价的特殊性,给出了社会绩效评价的基本内容以及评价的功能和意义;第四部分根据相关绩效评价理论,确定了公益性出版单位社会绩效评价指标及其社会绩效评价模式,构建了公益性出版单位社会绩效评价指标体系通用模型,并对模型的使用做了相应的介绍;第五部分通过对不同类型的公益性出版单位的特征进行分析,分别给出了不同类型的公益性出版单位的社会绩效评价指标体系模型及其各指标权重设置的参考意见,并对公益性出版单位社会绩效评价指标体系的运用加以说明;第六部分是总结性章节,对整篇文章进行概括,指出了文章中的不足以及今后进一步需要研究的方向。
[Abstract]:At present, the reform and development of public welfare publishing units in our country is still in the primary stage, the research on various aspects of public welfare publishing is not comprehensive enough, and the management mode and future development direction of public welfare publishing units need to be discussed. Constructing the social performance evaluation index system of the public welfare publishing units in our country can not only perfect and develop the relevant theories of the performance management of the public welfare publishing units in our country. It provides a certain evaluation standard for the public cultural service performance of public welfare publishing units, and maximizes the social benefits of public welfare publishing, and is conducive to the supervision and control of public welfare publishing units by the state and society. To guide the future development of public welfare publishing units and the adjustment of management mode, to improve the ability of public cultural services of public welfare publishing units. The social performance evaluation index system studied in this paper focuses on the comprehensive assessment of public welfare publishing institutions from an external perspective and the realization of its social benefits. It is not for the internal organization management and human resource management of the public welfare publishing unit. This paper analyzes the relevant policies of our country and domestic and foreign literature by means of observation method, literature research method, system analysis method, qualitative analysis method, comparative research method and so on. It compares the similarities and differences between the public welfare publishing unit and the operating publishing enterprise, the non-profit organization and the public cultural service unit, and takes its essence. With the help of public management, non-profit organization performance management theory and other relevant knowledge, in-depth study of the relevant performance evaluation method theory, and then combined with the characteristics of public welfare publishing units, the focus of social performance evaluation is systematically analyzed. By taking the social performance evaluation system of public welfare publishing units as a whole, the model of social performance evaluation index system of public welfare publishing units in China is constructed. This paper is divided into six parts: the first part describes the purpose and significance of this study, domestic and foreign research status, clear research methods and related ideas; The second part introduces the basic concept and characteristics of the public welfare publishing unit, defines the meaning, nature and function of the public welfare publishing unit. The third part combines the particularity of the social performance evaluation of the public welfare publishing unit, gives the basic content of the social performance evaluation and the function and significance of the evaluation; The fourth part, according to the relevant performance evaluation theory, determines the social performance evaluation index and the social performance evaluation model of the public welfare publishing unit, and constructs the general model of the social performance evaluation index system of the public welfare publishing unit. The use of the model is also introduced. In the fifth part, by analyzing the characteristics of different types of public welfare publishing units, the author gives the model of social performance evaluation index system of different types of public welfare publishing units and the reference opinions of setting up the weight of each index. The application of social performance evaluation index system of public welfare publishing units is explained. The sixth part is the summative chapter, summarizes the whole article, points out the deficiency of the article and the direction of further research in the future.
