中国图书出版企业(集团)信息化评价研究

【摘要】:我国出版业的信息化建设起步较早,但近年来随着出版体制改革和产业结构调整的深化,以及信息技术进步所带来的市场需求的变化,使得出版企业所面临的信息化环境发生了深刻的改变。很多出版企业的信息化建设都遇到了类似的瓶颈,如信息化发展目标不明确,思路不清晰;信息化的过程难以控制,效益低下;信息流通渠道不畅,信息资源利用率不高等等。这些问题促使我们必须重新审视出版企业信息化的价值观,分析出版企业信息化的过程,反思问题产生的根源,论证解决问题的方法,由此产生了出版企业信息化评价研究的命题。 出版企业信息化评价是指出版企业(集团)、出版行业主管部门或第三方机构,围绕评价主体所预期的评价目标,设立一定的标准,采用科学的方法,对评价对象的信息化过程及成果从各个方面进行度量,并对信息化的整体价值作出判断的活动。目前我国出版企业信息化评价工作的开展严重滞后于信息化发展的需要,不论是理论基础还是实践准备都非常有限,因此本文根据不同类型出版企业的信息化实际,将研究对象限定在图书出版企业(集团)的范畴,着重研究以下三个方面的内容: (1)对我国图书出版企业信息化发展的历史和现状、成果和问题进行研究,找出当前制约我国图书出版企业信息化发展的关键因素,将这些因素引入到信息化评价的内容当中。 (2)概括和总结国内外关于信息化评价理论、方法的研究成果,从信息化、企业信息化、企业信息化评价、出版企业信息化评价、出版企业信息化评价指标体系等一系列概念的层层推导当中,总结出我国图书出版企业信息化评价的目标、原则、内容、特征等重要概念,从而建立我国图书出版企业信息化评价研究的理论基础。 (3)在对我国图书出版企业信息化实际的深入分析和对图书出版企业信息化评价理论的综合研究基础上,采用科学的评价方法和步骤,构建具有较强可操作性的“中国图书出版企业(集团)信息化综合评价指标体系”,并对该指标体系进行初步的实证论证。 本文的研究对象定位明确,理论和技术路线清晰,一方面注重对信息化评价理论的概括和总结,为进一步拓展我国出版业信息化评价研究提供理论依据;另一方面以大量的实际调查数据为基础,为我国图书出版企业及其它类型出版企业构建和实施信息化评价指标体系,进行了有益的探索。
[Abstract]:The information construction of publishing industry in China started early, but in recent years, with the deepening of the reform of publishing system and the adjustment of industrial structure, as well as the changes of market demand brought about by the progress of information technology, As a result, the information environment faced by publishing enterprises has undergone profound changes. The information construction of many publishing enterprises has encountered similar bottlenecks, such as unclear development objectives and unclear ideas; the process of informatization is difficult to control, the efficiency is low; the channels of information circulation are not smooth, the utilization rate of information resources is not high, and so on. These problems urge us to re-examine the values of publishing enterprise informatization, analyze the process of publishing enterprise informatization, reflect on the root causes of the problem, and demonstrate the methods to solve the problem. As a result, the proposition of information evaluation research of publishing enterprises has been produced. The information evaluation of publishing enterprises refers to the publishing enterprises (groups), the competent departments of the publishing industry or third-party institutions, around the expected evaluation objectives of the evaluation subject, the establishment of certain standards and the use of scientific methods. The activities that measure the informatization process and results of the evaluation object from all aspects, and judge the overall value of the information technology. At present, the development of informatization evaluation of publishing enterprises in our country seriously lags behind the needs of the development of informatization, both in theory and in practice are very limited. Therefore, according to the information reality of different types of publishing enterprises, this paper is based on the information reality of different types of publishing enterprises. The research object is limited to the category of book publishing enterprises (groups), with emphasis on the following three aspects: (1) the history and present situation, achievements and problems of the information development of book publishing enterprises in China are studied. Find out the key factors that restrict the information development of book publishing enterprises in our country at present, and introduce these factors into the content of information evaluation. (3) based on the in-depth analysis of the informatization practice of book publishing enterprises in China and the comprehensive research on the information evaluation theory of book publishing enterprises, the scientific evaluation methods and steps are adopted. The comprehensive evaluation index system of informatization of Chinese book publishing enterprises (groups) is constructed, and the preliminary demonstration of the index system is carried out.
