【摘要】：国有企业纪检监察工作是企业党的建设的重要内容，是企业科学管理的有效路径，是企业和谐发展的必然要求。国有企业的纪检监察组织履行国有企业党风廉政建设的职能，担负着为企业经营创效和科学发展保驾护航的重要职责，是企业改革、发展和稳定道路上的“守护神”。国有企业的纪检监察工作是关系到企业兴衰成败的大事。新时期，国有企业面临诸多挑战，给国有企业纪检监察工作带来了挑战。再加上国有企业的纪检监察工作本身也存在一些问题，一是廉洁文化的氛围不浓厚，导致纪检监察工作的基础不牢；二是效能监察的创新不足，导致纪检监察工作的抓手不实；三是案件工作方法落后，导致纪检监察工作的底线不牢；四是惩防体系不健全，导致纪检监察工作的保障不足；五是队伍建设不完善，导致纪检监察工作的核心不强。因此，国有企业纪检监察工作更加重要、任务更加艰巨，需不断加强对国有企业纪检监察工作的研究，努力提升其水平。党的十七届四中全会提出了党的建设科学化的课题，党的十八大报告提出了全面提高党的建设科学化水平的总要求，科学化为党的建设指明了方向。在全党按照科学化的要求不断完善各方面建设的大背景下，国有企业纪检监察工作也需按照科学化的要求不断推进。由此，国有企业纪检监察工作科学化的课题应运而生。笔者在写作过程中，综合运用了辩证唯物主义、历史唯物主义、历史分析、文献分析、比较分析和实证分析等多种研究方法，借鉴应用了政治学、社会学、政党学、管理学、经济学、系统工程论等多学科理论，对国有企业纪检监察工作科学化的意义、内涵、原则进行了系统论述，并在此基础上对提高国有企业纪检监察工作科学化水平进行了路径探索，以期对中国共产党在国有企业科学执政、推动国有企业的科学发展提供有益启示。本文创新之处在于：对国有企业纪检监察工作科学化的内涵从政治学、政党学、管理学等基本理论层面进行了深入挖掘，对国有企业纪检监察工作的原则进行了初步探讨，在占有丰富的研究实例的基础上，对国有企业纪检监察工作科学化的提升路径进行了理论性的总结与概括。本文分为四个部分：第一章论述国有企业纪检监察工作科学化的内涵；第二章探寻国有企业纪检监察工作科学化的原则；第三章论述国有企业纪检监察工作科学化的现状；第四章是本文的重点，，笔者在大量实地调研的基础上，试图阐述纪检监察工作中存在的问题及其改进路径，为国有企业纪检监察工作的科学化水平提供有效抓手。
[Abstract]:The discipline inspection and supervision work of state-owned enterprises is an important content of Party building in enterprises, it is an effective way of scientific management of enterprises, is the inevitable requirement of the harmonious development of enterprises. The state-owned enterprises discipline inspection organizations to fulfill honest government function of state-owned enterprise, play an important role to achieve effect and scientific development escort for the enterprise, is the enterprise reform on the road, the development and stability of the "patron saint".
The state-owned enterprises discipline inspection and supervision work is related to the success or failure of the enterprise. During the new period, the state-owned enterprises are facing many challenges, challenges to the discipline inspection and supervision work of state-owned enterprises. Plus state-owned enterprises discipline inspection and supervision work itself also has some problems, one is the Lian Jiewen of the atmosphere, leading to the foundation of the discipline inspection and supervision work not in prison; two is the lack of innovation of efficiency supervision, leading to discipline inspection and supervision work of the starting point is not real; three is the case work method is backward, leading to the discipline inspection and supervision work of the bottom line is not strong; four is the punishment and prevention system is not perfect, resulting in lack of discipline inspection and supervision work of security; five is the team construction is not perfect, leading to the core of discipline inspection and supervision work is not strong. Therefore, the discipline inspection and supervision work of state-owned enterprises is more important and more arduous task, need to strengthen the research of discipline inspection and supervision work of state-owned enterprises, and strive to enhance their level.
The party in the fourth Plenary Session of the 17th CPC Central Committee put forward the scientific party construction project, the eighteen Party Congress put forward the general requirements to improve the scientific level of Party building, scientific direction for the construction of the party in the party. In accordance with the requirements of scientific background and constantly improve all aspects of construction, discipline inspection and supervision work of state-owned enterprises also in accordance with the requirements of scientific development. Therefore, the scientific discipline inspection and supervision work of the state-owned enterprise project came into being.
In the process of writing, I used dialectical materialism, historical materialism, historical analysis, literature analysis, comparative analysis and empirical analysis.
Using the political science, sociology, political science, management science, economics, system engineering theory, the connotation of state-owned enterprises discipline inspection and supervision work of scientific significance, principle were introduced, and based on the path to explore the state-owned enterprises to improve the scientific level of discipline inspection and supervision work, to the China Communist Party in the scientific governance of state-owned enterprises, and provide beneficial inspiration to promote the scientific development of state-owned enterprises.
The innovations of this paper are: the meaning of scientific discipline inspection and supervision work of state-owned enterprises from political science, political science, management science and other basic theory in-depth digging, the discipline inspection and supervision work of state-owned enterprises principle are discussed, based on the abundant case studies on the path to enhance scientific discipline inspection and supervision work the state-owned enterprises are summarized and summarized the theory.
