【摘要】：网络是继报刊杂志、广播、电视之后兴起的第四媒体,它具有传播范围广、交互性强、实时、灵活、成本低等方面的巨大优势。随着信息化的快速发展,尤其是因特网的飞速发展,使人类社会进入了前所未有的网络时代。网络的快速发展,使得网络文化打破了传统意义的框架,对廉政文化产生了巨大的影响,廉政文化已逐步渗透、融合到网络文化之中。近年来,我国公民的网络政治参与热情同样与日俱增,他们充分利用互联网络进行参政议政、民主监督,表达诉求。但是,网络文化是一柄双刃剑,网络在积极推进廉政文化建设的同时,也会带来网络谣言、网络欺诈、网络暴力、网络淫秽传播等不良影响。因此,如何积极主动用廉政文化占领网络阵地,利用网络进行廉政文化建设,具有极其重要的现实意义。近年来,国家和社会更加关注网络廉政文化建设,迫切需要相关理论能够跟进,但学术界对该领域的研究尚不系统、不深入,使得本选题的研究具有重要的理论价值和学术价值。本选题的研究共分为四个部分,按照提出问题、分析问题、解决问题的思路进行布局。第一部分为绪论和第二、第三章。绪论部分从学科性、规范性和时代性三个维度论证了本选题的现实意义,从党和社会对网络廉政文化建设的期待以及学术界对该领域研究的不系统、不深入两个角度论证了选题的理论价值和学术价值。在选题确立的基础上,探讨了本文的研究思路,建构了网络廉政文化建设的研究框架体系。运用结构主义模式建构理论,总结、归纳学者们关于网络廉政文化建设的四个层面,即物质、精神、制度、行为的基础上,结合国内外关于对网络文化和廉政文化的内涵的界定,创新性地提出第五个层面,即评价层面。并建构了网络廉政文化建设的模式,即以廉政理念为核心层面、以网络基础建设及管理机构等物质设施为外围层面,以制度、教育、行为、评价为中间层面的模式结构,形成科技助廉,教化育廉,制度养廉,行为固廉,评价保廉的具有中国特色的网络廉政文化建设体系。第二章从物质、精神、制度、行为、评价等五个层面,梳理了马克思主义网络廉政文化建设的价值取向,即物质层面,重视科学技术在反腐倡廉建设中的重要作用;精神层面,培育廉洁、廉价、诚信、公正的价值取向;制度层面,强调对权力和权利的规范与引导;行为层面,注重建设公开、透明、民主的廉洁政府;评价层面,强调人民群众当家作主的社会主义性质。以上梳理,为本文奠定了理论架构,对网络廉政文化建设提供了理论指导。第三章从技术、社会、政治和文化四个方面梳理了中国特色网络廉政文化建设的缘起,从组织主体、指导思想、参与群体、阶段特点、建设目标探讨我国网络廉政文化建设的“中国特色”。第二部分为第四章,重点在于提出问题。本文从物质、精神、制度、行为、评价等五个层面,分别梳理了中国共产党在推进网络廉政文化建设方面取得的成就及遇到的困境:网络设施及网络管理得以提升与弱势群体使用不足,话语权缺失的困境,利用网络开展廉政教育与网络文化自身存在的侵权行为的困境,网络反腐成效显著与反腐行为法律不兼容的困境,倡导网络民主监督理念与权力运行不透明、网民知情权难以保证的困境,推行网络廉政评价与评价公信力缺失的困境等。第三部分为第五章和第六章,重点在于分析问题和经验借鉴。第五章对我国网络廉政文化建设困境的成因进行了分析,主要在于网络廉政文化财政投入不足,廉政理念淡薄,网络监督缺乏制度支撑,党务政务缺乏民主公开透明,网络廉政文化建设评价体系欠科学。第六章系统地总结了国外网络廉政文化建设的成功经验,即优化网民结构,提升网络管理水平;加强网络教育,培育廉政廉洁理念;完善反腐制度,规范网民反腐行为;践行公开透明,疏通网络反腐渠道;推行网民评廉,科学设计评价体系。第四部分为第七章和第八章,重点在于提出对策及进一步研究的思路。第七章对加强和完善中国特色网络廉政文化建设提出以下政策性建议,即在均衡基础设施、优化监管机构、提升监管技术等方面加大投入力度;从凝练廉政价值理念、加强官员廉政教育、科学设计教育体系等方面培育网络廉政文化建设的价值理念;从领导体制、制度规范、道德规范、制度固化等方面完善网络廉政文化建设的制度规范;从推进公务网络透明、加强网络舆情评估、疏通网上举报渠道和加大网络反腐力度等方面养成网络民主监督的行为习惯。从完善考核指标体系、创新评价机制、拓宽评价主体和强化考评结果运用等方面健全网络廉政文化建设的考评体系。第八章指出本文研究的成绩与不足。认为本文体系庞大,今后需要对其子体系(五个层面)进一步深入研究。
