论全面从严治党视野下共产党人的公私观教育

【摘要】：研究共产党人的公私观教育问题,既能丰富党的思想政治教育和纪律教育的内涵,促进党的纪律教育和政治教育、道德教育的学术研究;又能为共产党人,尤其是党员干部始终保持廉洁自律提供思想保障和有效路径,对实现思想建党与制度治党、以德治党与依规治党有机结合以及落实全面从严治党的战略部署都具有重要实践意义。从理论逻辑看,党员公私观教育的实质是党组织在遵循党员干部公私观形成变化发展的特点和规律的基础上,引导和规范党员个体按照党章党规党纪正确处理公私利益关系的思想教育、政治教育和纪律教育活动。党员公私观教育必须始终坚持国家和人民利益至上,牢固树立宗旨意识和公仆意识、真正做到全心全意为人民服务,承认党员干部追求符合政策和法律规定范围内的个人正当利益的合理性等原则要求。从现实逻辑来看,共产党人公私观教育具有价值导向功能、道德激励和舆论评价功能及行为规范功能。但是,由于各种复杂因素的影响特别是党组织对党员的公私观教育和党员个体自身存在的问题,导致一些党员、干部在经济、政治、社会和文化等不同领域的公私利益关系选择中出现公私不分、以权谋私等问题。因而,在党员公私观教育过程中应该始终坚持榜样教育和警示教育相结合、岗位教育和岗位规范管理相结合、价值教育和监督执纪问责相结合,使共产党人的公私观教育充分发挥其应有功能,在一些党员干部中彻底解决公私不分、化公为私、以权谋私、假公济私、以私害公等突出问题。
[Abstract]:The study of the public and private education of the Communist Party can enrich the connotation of the Party's ideological and political education and discipline education, and promote the academic research of the party's discipline education and political education and moral education. It can also provide the ideological guarantee and effective path for the communists, especially the party members and cadres, to keep clean and self-discipline, and to realize the ideological party building and the system governing the party. It is of great practical significance to organically combine the management of the party by virtue with the rule by rules and to carry out the strategic plan of managing the party in a comprehensive and strict manner, and from the perspective of theoretical logic. The essence of the education of the public and private view of party members is that the Party organization follows the characteristics and laws of the formation and development of the public and private views of party members and cadres. We should guide and standardize the ideological education, political education and discipline education activities of party members to correctly handle the relationship between public and private interests in accordance with party rules and regulations of the party constitution. Party members' public and private education must always adhere to the supreme interests of the state and the people. Firmly establish the consciousness of purpose and public servant, and truly serve the people wholeheartedly. It is recognized that the Party members and cadres pursue the principles and requirements such as the rationality of the legitimate interests of individuals within the scope of policies and laws. From the perspective of realistic logic, the public and private education of the Communists has the function of value guidance. However, due to the influence of various complicated factors, especially the public and private education of the Party members and the problems of the individual members themselves, some Party members have been caused by the function of moral encouragement and public opinion evaluation and the function of behavior norms. Cadres in the economic, political, social, cultural and other fields of public and private interests in the choice of public-private relations between public and private, abuse of power and other issues. In the process of public and private education of party members, we should always stick to the combination of example education and warning education, post education and post standard management, value education and supervision, discipline and accountability. To make the public and private education of the Communist Party give full play to its due function, and to thoroughly solve the outstanding problems among some party members and cadres, such as no distinction between public and private, the use of power to seek personal gain, the impersonation of public interests, and so on.
