“为官不为”的生成机理与治理路径

【摘要】：党的十八大以来,随着全面从严治党的不断深化,个别党员领导干部滋生了"官不聊生"与"为官不易"的负面思想,出现了"为官不为"的问题。"为官不为"问题在部分党员领导干部中渐渐扩散,这种危险思想的蔓延将会动摇党的执政根基,危害社会主义伟大事业,已成为全党、全社会共同关注的热点难点问题,也是摆在各级党组织面前的一项重大课题。要治理"为官不为"问题,应主要从以下几个方面着手:用先进的政党精神重塑和武装中国共产党,保持党的先进性;从"自上而下""自下而上""由外而内""眼睛向内"四个向度重构动力机制;着力加强党的执行力建设。
[Abstract]:Since the 18 National Congress of the Party, with the deepening of comprehensive and strict administration of the Party, individual leading cadres of party members have bred the negative thoughts of "officials do not talk about students" and "it is not easy for officials to be officials". The problem of "not serving as officials" has gradually spread among some party members and leading cadres, and the spread of such dangerous ideas will shake the Party's ruling foundation and endanger the great cause of socialism. It has become a hot and difficult issue of common concern to the whole party and the whole society, and it is also a major issue facing the party organizations at all levels. We should mainly start from the following aspects: remoulding and arming the Communist Party of China with the spirit of advanced political parties to maintain the advanced nature of the Party; From "top-down", "bottom-up", "from outside to inside", "eyes to inward" four dimensions to reconstruct the dynamic mechanism; Efforts will be made to strengthen the Party's executive power.
