“一把手”监督的难点及其应对——基于上海的调研分析

【摘要】："一把手"以掌控实际权力为特征,是腐败易发多发的人群。调查显示,党的纪检监察机关对"一把手"在重大决策、选人用人、暗箱操作、生活奢靡、贪污受贿和使用资源诸方面存在监督难的问题。加强对"一把手"的监督,须要实行"集权"与"分权"的结合、党内监督与党外监督的结合、同级监督与上级监督的结合、思想教育与从严惩戒的结合、提高素质与体制改革的结合、顶层设计与精细管理的结合、严格考核与科学奖惩的结合。
[Abstract]:The investigation shows that the party's discipline inspection and supervision organs are making major decisions, selecting and employing people, operating in secret, and living extravagantly. It is difficult to supervise the corruption and bribery and the use of resources. To strengthen the supervision of the "top leader", it is necessary to combine "centralization" with "separation of powers", and the combination of inner-party supervision and non-party supervision. The combination of peer supervision and superior supervision, ideological education and strict punishment, the combination of improving quality and system reform, the combination of top-level design and fine management, and the combination of strict examination and scientific rewards and punishments.
