【摘要】： 党政领导干部选拔问题不仅关系到我国党政干部的队伍建设,还关系到中国未来的发展。这是一个重要的实践问题,也是一个重要的理论问题。当前,形成完善的党政领导干部选用制度是全面建设小康社会,把中国特色社会主义事业顺利推向前进的客观需要。因此,探讨这样一个理论性和实践性比较强的问题,无疑有着重要的现实意义。本文对我国的党政领导干部选拔任用制度进行了客观的历史考察,并指出了当前我国党政干部选拔任用制度中存在的实际问题,如：群众的参与积极性不高、干部中存在的能上不能下的问题、在选拔任用党政领导干部过程中形式主义问题严重等等,引起这些问题的原因很多,主要是受到了当前经济体制改革的影响,以及干部选拔任用缺乏公开的民主监督,用人责任追究制度缺失,纠错机制不健全,公民的政治参与不积极等等因素的影响。解决当前党政领导干部选拔任用中的这种种问题,就必须完善选拔的标准要求、坚持选拔任用的价值取向、扩大党政干部选拔的民主程度、健全选拔的责任程度。只有这样,才能进一步健全和完善我国的党政领导干部选拔任用制度,进一步推进我国政治文明的发展。选人用人问题一直是我们党十分重视的问题。当前,正值全面建设小康社会的关键时期,顺利推进中国特色社会主义伟大事业,客观上需要用科学的选拔任用制度持续、有效、稳定地把各类人才吸引到党和国家的各项事业中来。因此,我们应当采取多项措施,以形成完善的党政领导干部选拔任用制度,使得党政领导人才各得其所,并被合理地组织到党和国家的各项事业中去。
[Abstract]:The selection of leading cadres of the Party and government is not only related to the construction of the contingent of party and government cadres, but also to the future development of China, which is an important practical issue and an important theoretical issue. To form a perfect system of selecting party and government leading cadres is the objective need of building a well-off society in an all-round way and pushing the cause of socialism with Chinese characteristics forward smoothly. It is undoubtedly of great practical significance to explore such a theoretical and practical problem. This article has carried on the objective historical investigation to the party and government leading cadre selection and appointment system in our country, and has pointed out the actual problems existing in the current party and government cadre selection and appointment system in our country, for example: the masses participation enthusiasm is not high. In the process of selecting and appointing leading cadres of the party and government, the problems of formalism are serious, which are caused by many reasons, mainly because of the influence of the current economic system reform. And the lack of open democratic supervision on the selection and appointment of cadres, the lack of accountability system, the imperfect mechanism of error correction, the lack of active political participation of citizens and so on. To solve these problems in the selection and appointment of party and government leading cadres, we must perfect the standard of selection, adhere to the value orientation of selection and appointment, and expand the democratic degree of the selection of party and government cadres. Only in this way can we further improve and perfect the system of selecting and appointing party and government leading cadres and further promote the development of political civilization in our country. The issue of selecting and employing people has always been a matter of great importance to our party. At present, the great cause of socialism with Chinese characteristics has been promoted smoothly during the crucial period of building a well-off society in an all-round way. Objectively, we need to use the scientific selection and appointment system to continuously, effectively, and steadily attract all kinds of talents to the various undertakings of the Party and the country. Therefore, we should take a number of measures. In order to form a perfect system of selecting and appointing party and government leading cadres, the party and government leaders can get their own places and be reasonably organized into the various undertakings of the Party and the country.
