文化视野下的当代中国反腐与廉政研究

【摘要】：改革开放以来,我国的社会主义经济建设取得了世界瞩目的成就。在我国现代化建设取得进步,法制不断健全,惩腐力度不断加强的今天,腐败虽已得到有效遏制,但依然层出不穷。这背后的原因有很多,文化因素就是其中之一。中国人一方面受到传统文化因素影响深刻,另一方面在全球化的背景下,对外来文化的影响又未能完全消化,在各种各样优秀或陈腐文化的杂糅下,人们逐渐对腐败现象表现出“习以为常”的漠视态度,部分党员干部也在这种文化氛围中随波逐流。怎样使人们转变错误的价值观,树立正确的观念,构建良好的社会廉政文化,是当下反腐需要认真分析和解决的问题。因此从文化视角深入研究腐败问题,对我国目前的反腐工作具有重要意义。本文从文化角度对当前社会存在的腐败现象进行剖析,认识到反腐败斗争必须要总结前人的优秀经验,结合中国的实际。本文一共分为四个部分,第一部分主要总结分析了目前国内外对腐败问题的研究以及从文化视角下的腐败问题研究。第二部分是从文化的视角简谈了我国腐败行为与文化的因果关系,第三部分通过回顾建国以来我国丰富的反腐经验,从中总结出具有中国特色的有效反腐途径,并根据分析,相应提出当今我国廉政文化的建议措施。只有从思想文化入手,洗涤人们的思想,营造良好的社会风气,规范社会行为准则,对腐败进行精神上的打击,在全社会范围内形成以清廉为荣的作风,使腐败无所遁形。
[Abstract]:Since the reform and opening up, China's socialist economic construction has made remarkable achievements in the world. Today, China has made progress in the modernization drive, the legal system has been constantly improved, and the punishment of corruption has been constantly strengthened. Although corruption has been effectively contained, it is still emerging in endlessly. There are many reasons behind this, and cultural factors are one of them. On the one hand, Chinese people are deeply influenced by traditional cultural factors. On the other hand, under the background of globalization, the influence on foreign culture can not be completely digested. Under the mixture of all kinds of excellent or stale culture, people gradually show a "accustomed" indifference to corruption. Some Party members and cadres also follow the current in this cultural atmosphere. How to make people change the wrong values, set up the correct concept, and build a good culture of social integrity. Corruption is the problem that needs to be seriously analyzed and solved. Therefore, the problem of corruption is deeply studied from the perspective of culture. This paper analyzes the phenomenon of corruption in the current society from the cultural point of view, and realizes that the struggle against corruption must sum up the outstanding experience of predecessors. Combined with the reality of China, this paper is divided into four parts. The first part mainly summarizes and analyzes the current domestic and foreign research on corruption and the study of corruption from the perspective of culture. The second part briefly discusses the causality between corruption and culture from the perspective of culture. The third part through reviewing the rich anti-corruption experience since the founding of the people's Republic of China, summed up the effective anti-corruption approach with Chinese characteristics, and based on the analysis. Therefore, we should start with ideology and culture, wash people's thoughts, create a good social atmosphere, standardize social standards of conduct, and carry out a spiritual crackdown on corruption. In the whole society to form a clean and clean style, so that corruption can not hide.
