党的群众路线教育实践活动长效机制研究

【摘要】:本研究的基本思路是在系统概括党的群众路线产生和发展的理论渊源和历史回溯的基础上,通过对党的群众路线教育实践活动现实状况的探讨,详细分析党的群众路线教育实践活动长效机制的结构要素和系统功能、内在机理和运行规律,结合新时期群众路线进一步发展的客观要求,构建党的群众路线教育实践活动长效机制体系,确立其运行保障,最后结合党在中央苏区的历史上践行群众路线的宝贵经验教训,以“苏区干部好作风”为分析对象,将其与党的群众路线教育实践活动长效机制理论体系进行整合对照,探讨其形成与发展的社会心理机制与心理效应,同时积极借鉴中央苏区反腐倡廉的成功经验,从而达到以史鉴今,推进党的群众路线教育实践活动长效机制落实的目的。 具体来说,本文主要有四个目的:一是系统概括党的群众路线形成与发展的理论渊源和历史演进,把研究建立在坚实的理论基础和历史逻辑之中。二是对新时期党的群众路线教育实践活动长效机制的相关概念进行厘定。如“群众”、“公民”、“群众路线”、“长效机制”等,这些概念经常被人们作为自然而然地理解,而且有时候还会与其他概念相混淆。因此,界定这些概念就成为了进一步研究的前提。三是以整体性研究为出发点,采用多学科的视角,借鉴经济学、政治学、社会学、心理学等交叉学科关于机制研究的理论成果,对党的群众路线教育实践活动长效机制进行理论构建。四是沿着历史与逻辑的思路,将本文构建的群众路线教育实践活动长效机制理论体系与党的历史上践行群众路线的典范——“苏区干部好作风”进行对照分析研究,从而为长效机制运用于新时期群众工作的具体实践提供可行性的现实依据和历史借鉴。 基于这样的研究思路,本文具体分为八个章节:第一章作为导论,从总体上阐述本研究的时代背景、研究意义、研究现状、概念界定以及研究思路方法等。第二章系统探讨党的群众路线产生发展的理论渊源和历史演进,主要论述群众路线本身形成和发展的合目的性和合规律性。第三章着眼于当前党的群众路线教育实践活动的进展情况、取得的成效和人们的忧思等进行现状描述和客观分析,为党的群众路线教育实践活动长效机制研究提供现实依据,为进一步的研究提供现实必要性支撑。第四章至第六章具体探讨党的群众路线教育实践活动长效机制的理论架构。其中第四章具体探讨党的群众路线教育实践活动长效机制的结构与功能,对长效机制的组成要素、互动关系和整体功能进行详细分析;第五章具体探讨党的群众路线教育实践活动长效机制的内在机理与运行规律,在形成静态结构的基础上,对党的群众路线教育实践活动长效机制进行动态考察,,一方面从主体的角度分析其践行群众路线的内在心理机制,另一方面从整个机制本身的角度考察其运行规律;第六章具体讨论党的群众路线教育实践活动长效机制的体系与保障,从现实需要的角度归纳总结出由动力生成机制、能力养成机制、利益实现机制、评价反馈机制等四个二级机制组成的长效机制体系,并讨论其有效运行的必要保障。第七章和第八章从借鉴中央苏区历史经验的角度,探讨当前推进党的群众路线教育实践活动长效机制落实的现实举措。一方面,用上文构建的党的群众路线教育实践活动长效机制的理论架构分析党在中央苏区践行群众路线的典范——“苏区干部好作风”形成和发展的社会机制和心理效应,借鉴其成功经验,以推进保持党员干部“为民、务实、清廉”优良作风长效机制的形成。另一方面,借鉴中央苏区“以德育廉、以法保廉、以民督廉”等长效反腐机制的成功经验,以推进当前反腐倡廉长效机制的建设。
[Abstract]:The basic idea of this study is to summarize the emergence and development of the party's mass line theory origin and history of the basis, through discussion on the party's mass line educational practice the reality of the situation, the long-term mechanism of a detailed analysis of the party's mass line educational practice structure elements and the function of the system, the internal mechanism and operation rules the objective requirement, combined with the mass line in the new period for further development, construction of the party's mass line educational practice to establish long-term mechanism system, its operation security, finally combining the valuable experience and lessons of party practice in the Central Soviet Area in the history of the mass line, "Soviet cadres good style" as the analysis object, and the party's mass line of educational practice long-term mechanism theory system integration control, to explore the social and psychological effects of its formation and development, and actively learn from the Central Su The successful experience of fighting corruption and building a clean government has achieved the purpose of implementing the long effect mechanism of the party's mass line education practice activities by Shi Jian today.
Specifically, this paper has four main purposes: one is the theoretical origin and historical evolution of the system in the mass line of the party's formation and development, the research is based on solid theoretical basis and historical logic. The two is related to the concept of the new period of the party's mass line educational practice long-term mechanism were determined. "The masses", "citizen", "the mass line", "long-term mechanism", these concepts are often as people naturally understand, and sometimes confused with other concepts. Therefore, this concept has become a prerequisite for further research. Three is the overall research as a starting point, the from the perspective of discipline, economics, political science, sociology, psychology theory study on the mechanism of cross discipline, the long-term mechanism of the party's mass line educational practice four along the theoretical construction. A historical and logical thinking, the "Soviet cadres good style" model and the construction of the theoretical system of Party mass line education practice long-term mechanism in the history of the practice of the mass line for the comparative analysis, so as to provide the feasibility of long-term mechanism for the application of concrete practice in the new era of the masses of realistic and historical reference.
Based on this research, this paper is divided into eight chapters: the first chapter is the introduction, expounds generally the research background, research significance, research status, concepts and research methods. The theoretical origin and historical evolution of the second chapter of the party's mass line development, mainly discusses the mass line forms and purposes of development and regularity. The third chapter focuses on the current progress of the party's mass line of educational practice, and the effect has been made and etc. to describe the status quo and objective analysis, provide a realistic basis for the research on the long term mechanism of the party's mass line educational practice, provide practical necessity support for the further research. The fourth chapter to the sixth chapter discusses the theoretical framework of the long-term mechanism of the party's mass line educational practice. The seventh chapter and the eighth chapter from the historic experience of the Central Soviet area to explore practical measures to promote the current point of view, the party's mass line educational practice to implement the long-term mechanism. On the one hand, the theoretical framework of long-term mechanism with the above construction of the party's mass line educational practice of Party cadres in the Soviet Areas -- "good style" model in the Central Soviet area to practice the mass line of the formation and development of the social mechanism and psychological effect, learning from the successful experience, in order to promote the keep Party cadres "for the people, pragmatic, honest style form" excellent long-term mechanism.
