【摘要】：从严治党是中国共产党自成立之初始终坚守的党建原则。在新的历史起点上,面对世情、国情、党情的复杂深刻变化,习近平总书记总结从严治党的历史经验,考虑党的建设现实和未来发展,提出了全面从严治党的重要思想,并将其纳入“四个全面”战略布局。本文立足于“四个全面”战略布局的宽广视野,沿着历史的脉络,以全面从严治党思想为中心,系统论述了全面从严治党与其他三个全面的关系是如何从历史中走来,又是如何在现实中展开,为新时期在“四个全面”战略布局背景下继续推进党的建设新的伟大工程提供借鉴。本文根据这一思路,具体分为五章进行系统研究。第一章是绪论。本章通过对全面从严治党思想国内国外相关研究文献的大致梳理,把握这一新思想的研究现状,并在此基础上提出了从“四个全面”战略布局这一整体出发研究全面从严治党的新视角。绪论指出,研究“四个全面”战略布局中的全面从严治党思想,具有重要的理论价值和实际意义,可以丰富和完善中国共产党的党建理论,加强党的建设理论研究的系统性和整体性,加深人们对共产党新时期治党理念的认同。第二章论述了全面从严治党思想的提出。本章认为马克思、恩格斯的无产阶级政党理论、列宁从严治党的理论与实践、中国共产党几代领导集体积累下来的从严治党的经验为新时期全面从严治党思想的提出提供了深厚的理论渊源和历史基础。此外,全面从严治党思想的提出与“四个全面”战略布局的形成密不可分。只有在全面了解“四个全面”战略布局的基础上,才能认识到全面从严治党思想在“四个全面”战略布局中的关键地位。第三章考察了全面建成小康社会与全面从严治党的统一。党的建设始终以党领导的伟大事业为中心,这是中共党建的重要原则。本章以这一党建原则为线索,系统梳理了民主革命时期、社会主义建设与改革开放时期党的建设与党领导的伟大事业相统一的具体实践。全面建成小康社会是党和国家现阶段的中心工作,所以全面从严治党必须围绕全面建成小康社会展开。本章认为全面从严治党不仅是全面建成小康社会的内在要求,更是其战略保障。全面建成小康社会的顺利实现需要通过全面从严治党加强和改善党的领导;全面从严治党的具体落实能为全面建成小康社会凝聚强大的群众力量,提供可靠的组织保证、强大的人才支撑、良好的社会环境和政治生态。第四章考察了全面深化改革与全面从严治党的统一。以改革的精神加强党的建设是我们党充满生命力的关键所在。本章认为中国共产党历史方位转变之后,党的建设理论也相应地进行了革新,党的建设目标、党的先进性理论和党的执政方式的更新都是与时俱进加强党的建设的重要表现。新时期全面从严治党与全面深化改革也是在相互促进中共同前进。全面深化改革是全面从严治党的重要途径,同时它也为全面从严治党提供强大的动力;全面从严治党为全面深化改革把握正确方向,巩固群众基础,提供组织保证和人才支撑。第五章考察了全面依法治国与全面从严治党的统一。本章认为从严治党的方式在不同的时期各有侧重。革命战争时期主要靠理想和纪律,计划经济时期主要是权威控制和资源垄断。改革开放之后的新时期,我们党从严治党的方式不断丰富和发展,不仅继承了理想和纪律治党等历史经验,而且更加注重依法治党。现阶段在协调推进“四个全面”战略布局的过程中,全面依法治国与全面从严治党彼此促进,相互贯通。全面依法治国为全面从严治党提供根本保障与外部支持,同时也可以巩固全面从严治党的党建成果;全面从严治党为全面依法治国把握正确方向,保证全面依法治国的实施,为全面依法治国提供坚强领导。
