省级高官变“老虎”的规律及其治理——基于十八大以来落马省级高官的实证分析

【摘要】：治理腐败要抓住省级高官这个"关键少数"。在案件统计分析法的基础上,对十八大以来落马省级高官的案例进行实证分析发现,省级高官变"老虎"是有规律可寻的,共包括"佼佼者→违纪→违法→无所顾忌→落马"五个由量变到质变的演变阶段,且在担任地(厅)级职务时的腐败风险系数最小、产生腐败行为的机率最大。基于此,从规范权力运行、完善监督机制和巩固自律基石三方面入手,构建防止高官变"老虎"的三维度治理体系。
[Abstract]:In order to control corruption, we should grasp the "key minority" of provincial senior officials. On the basis of the statistical analysis of cases, this paper makes an empirical analysis of the cases of provincial senior officials who have fallen since the 18 Congress. The change of provincial senior officials to "tigers" is regular and can be found, including "outstanding people". 鈫扸iolate discipline. 鈫扞llegal. 鈫扝ave no scruples. 鈫扵he five stages of evolution from quantitative change to qualitative change have the smallest risk coefficient of corruption and the greatest probability of producing corrupt behavior. Based on this, the operation of power should be standardized.
