【摘要】:正组织秩序的建立与维护,干部行为的规范与引导,都离不开必要的规章制度。干部激励机制作为专门针对干部行为进行正向引导和规范所制定的规章制度,以"整齐、合乎一定的方式"明确向组织成员传达了其所主张和倡导的行为,以及个体在行为执行后所能获得的正当回报。但正如学者吴思所言,在现实社会中主导个体行为规范的规则并不单纯的只是这一公开的制度,在文明规定的背后还存在着另一套规则,该规则并没有公开表述的文字,却广受认可,经常被视为更具行为引导性
