权力监督视角下国家监察体制改革的实践需要与现实意义

【摘要】：目前对国家监察体制改革的研究以政策和文本解读为主,从权力监督视角出发对国家监察体制改革的实践需要与现实意义进行学理阐释具有重要的价值。权力监督视角下的国家监察体制改革改变了监督权的配置模式,其目标是完善权力监督体制。现行纪检监察体制面临的权力监督困境呼唤进行国家监察体制改革。国家监察体制改革通过建立集中统一的监察体系、扩大监察范围、丰富监察手段等途径,产生了提高监督机构的独立性和权威性、保障人大机关的监督权的权威性、整合反腐败力量和实现监督客体的全面覆盖等现实意义。
[Abstract]:At present, the research on the reform of the state supervisory system is mainly based on policy and text interpretation. It is of great value to explain the practical needs and practical significance of the reform of the national supervisory system from the perspective of power supervision. The reform of the national supervisory system under the perspective of power supervision has changed the mode of allocation of the supervisory power. Its goal is to perfect the power supervision system. The dilemma of power supervision in the current discipline inspection and supervision system calls for the reform of the state supervision system. The national supervisory system reform expands the scope of supervision by establishing a centralized and unified supervisory system. Enriching the means of supervision has produced practical significance, such as improving the independence and authority of the supervisory organ, ensuring the authority of the supervisory power of the people's Congress organ, integrating the anti-corruption force and realizing the comprehensive coverage of the supervisory object.
