【摘要】：乡镇干部队伍建设是党的建设伟大工程的重要组成部分。乡镇党委和政府机关是团结带领群众贯彻党的理论路线和方针政策、落实党和国家在农村基层任务的战斗堡垒。乡镇干部处在改革发展第一线,是党在农村路线方针政策的具体执行者,肩负着推动科学发展、促进社会和谐、服务人民群众的重要职责。这支队伍建设的如何,直接关系到党的路线、方针、政策在农村的贯彻落实。党和国家一直重视乡镇干部队伍建设工作,制定和颁布相关政策法规制度,采取了相关措施,乡镇干部队伍建设也取得了明显成效。但是,从当前国际国内形势和现在农村工作的任务需求来看,乡镇干部队伍还存在着一些必须予以重视并解决的问题,加强乡镇干部队伍建设是党的建设面临的迫切任务。加强此问题的研究,分析现状与存在问题的原因,提出相应的解决对策十分必要。本文主要结构如下：第1章为绪论。对选题背景、意义及国内外研究的前沿成果进行了总结与分析,并介绍了本文的研究思路、方法以及研究框架。第2章为主要概念与相关理论。主要阐述了乡镇干部队伍建设的相关概念和理论依据。重新认识加强乡镇干部队伍主体、客体和乡镇干部工作的特点。本章概述了马克思恩格斯基层党建理论、列宁基层党建理论、党和国家领导人对干部队伍建设的重要论述及其作用,论述了加强乡镇干部队伍建设的必要性。第3章介绍了乡镇干部队伍建设的主要成就与基本经验,分别阐述了乡镇干部应当具备的基本素质和能力。第4章基于调查研究,分析总结并提出了我国乡镇干部队伍建设存在的主要问题,并对存在的问题及原因进行分析。第5章在分析问题及原因的基础上,以相关理论为指导,立足于现实,对如何加强乡镇干部队伍建设,提出了对策与思路。
[Abstract]:The construction of the contingent of township cadres is an important part of the great project of party building. The township party committees and government organs are to unite the masses to carry out the party's theoretical line and principles and policies. The township cadres at the forefront of reform and development are the concrete executors of the Party's rural line, principles and policies, and shoulder the responsibility of promoting scientific development and social harmony. The important duty of serving the masses. How this contingent is built is directly related to the implementation of the Party's line, principles and policies in the countryside. The Party and the state have always attached importance to the building of the contingent of township cadres. The formulation and promulgation of relevant policies and regulations, the adoption of relevant measures, and the remarkable results achieved in building the contingent of township cadres. However, in view of the current international and domestic situation and the needs of the current tasks of rural work, There are still some problems that must be paid attention to and solved in the contingent of township cadres. It is an urgent task for the Party to strengthen the construction of the contingent of cadres in towns and townships. The main structure of this paper is as follows: chapter 1 is the introduction. It summarizes and analyzes the background, significance and the frontier achievements of the research at home and abroad, and introduces the research ideas of this paper. Methods and research framework. Chapter 2 is the main concepts and related theories. It mainly expounds the related concepts and theoretical basis of the construction of the contingent of township cadres, and reunderstands and strengthens the main body of the contingent of township cadres. This chapter summarizes Marx and Engels' theory of grass-roots party building, Lenin's theory of grass-roots party construction, and the important exposition and function of party and state leaders to the construction of cadres. This paper discusses the necessity of strengthening the construction of the contingent of township cadres. Chapter 3 introduces the main achievements and basic experiences of the construction of the contingent of township cadres, and expounds respectively the basic qualities and abilities that the township cadres should possess. Chapter 4 is based on the investigation and research. The main problems in the construction of the contingent of township cadres in China are summarized and put forward, and the problems and reasons are analyzed. Chapter 5 is based on the reality, based on the analysis of the problems and causes, and guided by the relevant theories. How to strengthen the township cadre troop construction, proposed the countermeasure and the train of thought.
