【摘要】:党的事业成败关键在人,尤其在领导干部这个“关键少数”。十八大以来,中国共产党始终把思想建设作为党的建设的突破口,把提升领导干部理想信念作为干部教育的根本任务。“三严三实”的要求,即“严以修身、严以用权、严以律己,谋事要实、创业要实、做人要实”,既是对中国优秀传统官德文化的传承弘扬,同时又彰显了新的时代内涵;既是对党的历史上优良传统的坚持发展,又是在当前历史条件下,对领导干部思想和作风建设提出的新的时代要求。“三严三实”是习近平针对当前党面临的国际国内形势,党内和党外局面进行预判和分析,提出的具有针对性和时代性的党建理论,抓住了做人从政的根本,切中了干事创业的要害,是新时期领导干部应有的精神境界和道德追求。“三严三实”专题教育是党的十八以来,对领导干部进行的具有鲜明时代特点的思想政治教育实践活动,是习近平治国理政思想的成功运用,丰富和发展了党的建设的实践理论。“三严三实”专题教育是最现实、最具时代特色的思想政治教育活动,是思想政治教育研究的重大时代课题。“三严三实”专题教育研究,能够为今后的党性党风教育活动提供参考,也拓宽了思想政治教育学的研究领域。“三严三实”专题教育,是新的历史时期中国共产党针对领导干部开展的思想政治教育实践活动。本研究遵循思想政治教育的研究理路,以马克思主义基本原理为指导和理论基础,从思想政治教育学的视阈,运用思想政治教育基本原理和中国共产党干部教育思想,以丰富的教育实践素材为实证依据,以辨识和揭示教育活动要解决的基本矛盾为逻辑起点和基本线索,对“三严三实”专题教育活动的过程进行了较为系统的考察;在此基础上,提炼出专题教育的基本内容,概括了专题教育遵循的基本原则和方式方法,初步探讨了专题教育过程的具体规律,总结了专题教育的基本经验和存在的主要问题。同时,通过三个层面的典型案例介绍,既提供了实证依据,也丰富了研究层次。本研究还探讨了专题教育的组织与评价问题。本研究共分为四个部分:第一部分为第一章绪论,主要阐述本文的选题依据、研究综述和研究方案,详细陈述选题缘由、选题目的、研究意义、目标、方法、思路及创新之处,同时对国内外相关文献进行了综述。第二部分为第二章,主要阐述“三严三实”专题教育研究的理论依据和“三严三实”的传统官德思想来源,内容包括马克思主义哲学原理、马克思恩格斯关于无产阶级政党的建设理论、中国共产党干部教育思想、思想政治教育学相关原理、“三严三实”的传统官德思想来源等。第三部分为第三章、第四章、第五章,主要包括“三严三实”专题教育的基本矛盾及衍生的其他矛盾分析,专题教育过程的考察,专题教育的主要内容、基本原则、基本方法、具体方法和“三严三实”专题教育活动的组织和评价。作为本研究的重点,第三部分通过对“三严三实”专题教育文献、案例等实证材料的分析和对教育过程的全程关注考察,归纳了“不严不实”问题的主要表现及其产生原因;运用思想政治教育学原理,辨析和揭示了“三严三实”专题教育的基本矛盾——理想信念坚定的中国共产党同当前部分领导干部理想信念动摇之间的矛盾;由基本矛盾衍生的其他矛盾——宗旨崇高的政党与宗旨意识淡薄的矛盾、纪律严明的政党与纪律观念缺失的矛盾、为民谋利的政党与政绩观偏颇的矛盾;概括了解决基本矛盾和其他衍生矛盾的教育内容——理想信念和道德教育、权力观和宗旨观教育、法制观和纪律观教育、政绩观和使命观教育、忠诚观和信义观教育;阐述和揭示了解决基本矛盾和其他衍生矛盾的具体规律——即Qg修他律同一律、知行合一律、同向作用律。第四部分为第六章,是“三严三实”专题教育的总结部分,即基本经验和存在的主要问题。该部分通过对“三严三实”专题教育活动的考察以及对实证案例材料的梳理分析,对教育实践活动进行了系统总结,归纳概括了“三严三实”专题教育活动的基本经验和存在的主要问题。
