加强新疆村级党支部带头人队伍建设

【摘要】：目前,新疆经济社会进入前所未有的大发展时期,两次中央新疆工作座谈会的召开、南疆工作会议、第五次援疆工作会议、十三五规划2020年全部脱贫等会议精神,一再彰显国家的新疆战略。十八大提出"加强基层党组织带头人队伍建设"的要求,这是新形势下加强村党支部建设的战略部署,对新疆村党支部带头人队伍建设提出了重要而紧迫的任务。新疆处在"三期叠加"的特殊时期,维稳形势严峻、经济欠发达、信教群众比例大、民族成份多,基于此,尤其要把村级党支部带头人队伍建设作为基层党建工作的重中之重,着力培养和造就一支坚守信念、无私奉献、重品行、作表率、有本领、靠得住的村级党支部带头人队伍,为实现新疆社会稳定和长治久安两大战略目标,2020年与全国一道全面建成小康社会的战略任务提供坚强有力的组织保证。
[Abstract]:At present, Xinjiang's economy and society have entered an unprecedented period of great development. The spirit of the two central Xinjiang work symposiums, the southern Xinjiang work conference, the 5th aid to Xinjiang work conference, and the 13th Five-Year Plan for all poverty eradication on 2020, etc., have been held. The Xinjiang Strategic 18 National Congress has repeatedly put forward the requirement of "strengthening the construction of the leading ranks of grass-roots party organizations," which is a strategic plan for strengthening the construction of village party branches under the new situation. An important and urgent task has been put forward for the construction of the leading team of the party branch in the village of Xinju. Xinjiang is in a special period of "three phases superposition". The situation of maintaining stability is grim, the economy is underdeveloped, the proportion of religious believers is large, and there are many ethnic groups. In particular, it is necessary to take the construction of the leadership team of the party branches at the village level as the top priority in the work of party building at the grass-roots level, and strive to cultivate and bring up a contingent of leaders of the party branches at the village level who adhere to their beliefs, selfless dedication, respect their conduct, set an example, have the skills and rely on the Party branch leadership at the village level. In order to realize the two strategic goals of social stability and long-term stability in Xinjiang, in 2020, the strategic task of building a well-off society in an all-round way with the whole country provided a strong and powerful organizational guarantee.
