党政机关竞争性选拔干部制度的问题与对策研究

【摘要】:竞争性选拔干部制度糅合了干部委任制、选任制、考任制的制度特性,在一定程度上激发了我国干部人事制度的活力,为党政机关选拔和配备了一批素质过硬、年富力强的优秀年轻领导干部。竞争性选拔是当前我国干部选拔的方式之一,但不是主要方式、唯一方式。尽管竞争性选拔干部制度改革取得了一定成效,但仍存在一些亟待解决的问题。当前有必要优化竞争性选拔制度设计,培育制度企业家的战略思维与社会技能,促进公共组织文化转型,加强干部选任权力监督,推进区域联动与部门协调,加强制度绩效评估以及干部跟踪培养,以突破竞争性选拔干部制度变迁的路径依赖,全面提升干部的公共治理能力。
[Abstract]:The system of competitive selection of cadres combines the characteristics of the system of appointment, selection and examination of cadres, to a certain extent, and has stimulated the vitality of the cadre and personnel system in our country, and has improved the quality of selecting and equipping the Party and government organs with a number of qualities. Competitive selection is one of the ways of selecting cadres in our country at present, but it is not the main way, the only way. Although the reform of the system of competitive selection of cadres has achieved certain results, However, there are still some problems to be solved. It is necessary to optimize the design of competitive selection system, cultivate the strategic thinking and social skills of institutional entrepreneurs, promote the transformation of public organizational culture, and strengthen the supervision of cadre selection power. In order to break through the path dependence of the change of competitive cadre selection system and enhance the ability of public administration of cadres, we should promote the coordination of regional linkage with departments, strengthen the evaluation of system performance and follow up the training of cadres.
