【摘要】：形式主义流弊已久,新形势下又不断流变、形式翻新,在党的执政工作中惯性存在。既然形式主义有惯性,那么通过对形式主义者教育改善、制度制约、监督和惩治这样的外力来制止就是必须的、必要的,也是有效的。
