公共服务动机视角下干部晋升制度研究

【摘要】:按照辩证唯物主义基本原则,公共服务动机是从事公共服务的个体对于自身所处制度的反应,也是干部晋升制度的主观心理基础,干部晋升制度则是公共服务动机的客观物质保障,二者互为主客观辩证统一。为实现干部晋升制度公平正义的目标,树立干部全心全意为人民服务的初心,选拔出创新、实干、公道正派的党政干部,需要依托干部交流、工资福利等干部制度之间的联动,重视群众推荐与组织考核的有机结合,实事求是、因人而异地解决现存制度问题,最终实现晋升制度自动化运行。
[Abstract]:According to the basic principles of dialectical materialism, the motivation of public service is the reaction of individuals engaged in public service to their own system, as well as the subjective psychological basis of the system of promotion of cadres. The system of cadre promotion is the objective material guarantee of public service motive, and the two are subjective and objective dialectical unity. In order to realize the goal of fairness and justice of cadre promotion system, we should set up the cadres' initial heart of serving the people wholeheartedly, and select out the innovation and practice. Fair and decent party and government cadres need to rely on the linkage between cadre exchanges, wages and welfare, and other cadre systems, attach importance to the organic combination of mass recommendation and organizational assessment, seek truth from facts, and solve existing system problems differently according to people. Finally realize the promotion system automation operation.
