精准扶贫背景下农村基层党组织职能研究

【摘要】：自2013年党中央提出实施精准扶贫政策以来,我国的扶贫开发由“大水漫灌”向“精准滴灌”转变,精准扶贫成为新时期扶贫开发的重要战略和指导思想。精准扶贫变革了传统的扶贫方式,是推进扶贫攻坚进程的关键措施。农村基层党组织作为党在农村路线方针政策的宣传者和执行者,在当前脱贫攻坚的战役中,要不断强化基层党组织引领作用,更好地发挥战斗堡垒功能。农村基层组织是党联系群众、连接社会的重要环节,是农村社会的核心、基础、桥梁、纽带和战斗堡垒。目前亟需充分认识基层党组织在精准扶贫中的职能,正视农村基层党组织建设存在的问题、挑战,创新农村基层党组织设置,服务好精准扶贫大局。论文从精准扶贫政策为切入点,梳理了我国扶贫开发的历程及基层党组织在其中的实践做法,分析了基层党组织目前面临的问题和挑战,致力于提出农村基层党组织在精准扶贫中进一步发挥职能的对策与途径。秉承这一思路,全文共分为四章:第一章为绪论部分,包括选题的目的、意义,国内外相关研究现状分析,论文的主要内容以及研究思路和研究方法。通过广泛借鉴国内外关于贫困与反贫困、基层党组织建设相关研究成果,理清农村基层党组织在精准扶贫中职能研究的基本思路与内容。第二章通过界定贫困与反贫困的涵义,梳理我国农村贫困的表现和成因,回顾我国扶贫开发的历程,指出精准扶贫政策的提出将我国扶贫工作推向新的更高阶段。精准扶贫政策的提出,改变了以往救济式、开发式的扶贫思路,是新时期中国扶贫开发机制的重大创新,对农村反贫困的具有重要的意义,同时对农村基层党组织的建设提出了更高的要求。第三章梳理了马克思经典作家对基层党组织建设的论述,进一步阐明了马克思主义中国化进程中历代中国共产党领导人对基层党组织建设和解决贫困问题的重视,指出基层党组织建设在精准扶贫中应发挥重要的职能作用。要充分利用基层党组织的政治优势,发挥乡镇党委的领导核心作用,为精准扶贫政策的实施提供思想、组织、作风、制度等方面的保障。但通过考察农村基层党组织目前的建设状况,发现存在着凝聚力、战斗力不强,组织设置不规范、运行机制不健全,缺乏能谋事干事成事的“带头人”等种种制约其职能发挥的问题。第四章针对目前基层党组织在精准扶贫中发挥职能存在的诸多问题,提出进一步发挥农村基层党组织在精准扶贫中的职能,应主要着力于:其一,创新农村基层党组织设置,建立精准扶贫工作组,转变基层党组织扶贫服务方法,提升党员干部扶贫服务能力,逐步构建精准扶贫工作的长效机制。其二,要注重选配好领导班子,突出抓好基层党支部队伍建设,充分发挥党员先锋模范作用。其三,要通过各项帮扶措施的落实,进一步改变群众的思想,引领群众的思路,主动让群众积极投身到精准扶贫工作中来。其四,要构建一套科学的精准识别程序,规范农村基层党组织运行,落实党政一把手负总责、部门管协调的扶贫开发工作责任制,进一步完善建立扶贫项目、扶贫资金信息公示披露制度。总之,进一步改进和完善基层党组织建设与创新建立精准扶贫工作机制是相辅相成的,及时总结经验做法,不仅可以充实基层党建的理论研究,而且还可以为推动党组织在精准扶贫中进一步发挥职能提供有效借鉴和理论参考。
[Abstract]:Since 2013, the CPC Central Committee proposed to implement precise poverty alleviation policy, changes in poverty alleviation and development in China by the "flood" to "precision irrigation, precise poverty has become a new period of poverty alleviation and development of important strategic and guiding ideology. The precise poverty changes the traditional way of poverty alleviation, are key measures to promote poverty alleviation process. The rural grassroots party organizations as the party in the countryside policy propaganda and execution, in the current poverty alleviation campaign, to continue to strengthen the leading role of grass-roots party organizations to better play fighting function. The rural grassroots organizations is an important link between the party and the masses, the connection of the society, is the core of rural social foundation, bridge and link fighting force. The urgent need to fully understand the function of the grass-roots party organizations in poverty alleviation precise, face the existing problems of the construction of rural grassroots party organizations, challenges, innovation of rural grassroots party Fabric set, good service overall situation. The precision of precise poverty alleviation policy as the breakthrough point, combing the development course of China's poverty alleviation and grass-roots party organizations in the practice, analyzes the basic party organization is facing problems and challenges, is committed to the rural grass-roots party organizations countermeasures and ways to further play the function in the precise poverty in adhering to this idea, the paper is divided into four chapters: the first chapter is the introduction, including the purpose, significance, analysis of research status at home and abroad, the main contents and research ideas and research methods. The third chapter discusses the Marx classical writers of the grass-roots party organization construction, and further clarified the Communist Party in the process of Marx's Chinese ancient Chinese leaders on the construction of grass-roots party organizations and solve the poverty problem seriously, and points out that the construction of grass-roots party organizations should play an important functional role in precise poverty.
