中国共产党巡视制度研究的梳理与思考

【摘要】：当前,学界对于中国共产党巡视制度进行了概念解读、时间界定、阶段梳理、创新路径研究等,但对于巡视制度概念认识模糊导致外延混乱,无法区分界别党的巡视、政府巡视和公司及其他组织形式的巡视异同,时间界定不严谨、阶段梳理不系统,并进而导致涉及巡视制度本身最为关键的组织设置、运作、监管的关键问题——权宜性手段的制度化操作这一问题未能得到有效思考与应对。为细化理论研究,建构具有本国本党特色的话语体系,今后应加强理论研究的整体性、系统性、严谨性,不断改革创新中国共产党巡视制度,从而真正实现其在党内监督、执纪、问责的重要功能。
[Abstract]:At present, the academic circle has carried on the concept interpretation, the time definition, the stage combing, the innovation path research and so on to the Chinese Communist Party patrol system, but the vague understanding of the patrol system concept leads to the extension confusion, unable to distinguish the sector party's inspection. The similarities and differences between government inspection and company and other forms of organization, the time definition is not strict, the stage combing is not systematic, and then leads to the most critical organizational setup and operation involving the inspection system itself. The key problem of supervision, the institutionalization of expedient means, has not been effectively considered and dealt with. In order to refine the theoretical research and construct a discourse system with the characteristics of our own party, we should strengthen the integrity and systematization of the theoretical research in the future. Strict, constantly reform and innovation of the Communist Party of China inspection system, so as to truly realize its inner-party supervision, discipline, accountability important functions.
