整治与整合：党内巡视制度的政党治理功能研究

【摘要】：中国共产党党内巡视制度作为我国特殊的一项监督制度在国家政治生活中发挥着不可替代的重要作用。巡视制度沿袭于中国古代传统政治,在中共成立以后,为适应各个历史时期的发展需求,逐步实现了规范化,制度化,成为建构党内监督体系的重要组成部分。可以说,党内巡视制度的发展,是中共在新的历史时期对传统政治文化的合理性运用及现代延伸,符合超大型执政党进行党内治理的需求,也是在全面从严治党背景下提升政党治理体系现代化和能力现代化之必须。党内巡视制度自发展以来,最直接的作用是"发现问题",包括党组织、党员的行为规范和思想规范问题,因此,在政党治理层面,巡视制度始终发挥"整治"与"整合"两大核心功能。但是,"整治"与"整合"并不是巡视制度功能的全部,而是在不同的历史时期,有着不同的外化形式。如在民主革命时期,为应对革命战争需要,巡视工作的外化功能主要以规治、沟通、维护为主;改革开放时期,为保证党内外各项事业都能在改革中有序进行,巡视的功能又以维护党内团结、促进廉政建设、优化政治生态为主。在当前新常态时期,巡视制度功能又具体表现为重树领导核心、推动全面从严治党、巩固防腐败的压倒性态势等。由此可以看出,中国共产党始终运用"巡视"这把"利剑",为实现不同时期的历史任务,从行为和思想两个维度发挥其"整治"与"整合"的核心功能,以推动更为有效的党内治理。
[Abstract]:As a special supervision system in China, the inner-party inspection system of the Communist Party of China plays an irreplaceable important role in the political life of the country. In order to meet the development needs of each historical period, it has gradually realized standardization and institutionalization, and has become an important part of the construction of the inner-party supervision system. It can be said that the development of the inner-party patrol system, It is the rational use and modern extension of the traditional political culture of the CPC in the new historical period, which meets the needs of the super-large ruling party in carrying out inner-party governance. It is also necessary to upgrade the modernization of the party governance system and the modernization of its ability under the background of comprehensive and strict administration of the party. Since the development of the inner-party inspection system, the most direct role has been to "identify problems", including party organizations. Therefore, at the level of party governance, the inspection system has always played the two core functions of "rectification" and "integration". However, "regulation" and "integration" are not all the functions of the inspection system. But in different historical periods, there are different externalization forms. For example, in the period of democratic revolution, in order to cope with the needs of the revolutionary war, the externalization functions of the inspection work are mainly rules, communication and maintenance; during the period of reform and opening up, In order to ensure that all undertakings inside and outside the party can be carried out in an orderly manner in the course of reform, the functions of the inspection are to safeguard inner-party unity, promote the building of a clean and honest government, and optimize political ecology. The function of the inspection system is to lay stress on the core of leadership, to promote the comprehensive and strict administration of the party, and to consolidate the overwhelming situation of preventing corruption. In order to realize the historical task in different periods, the Communist Party of China has always used the "patrol" as a "sharp sword" to bring into play its core function of "renovation" and "integration" from the two dimensions of behavior and thought, in order to promote more effective inner-party governance.
