政党治理与全面从严治党思考

【摘要】：从严治党属于政党治理范畴。深化对新形势下全面从严治党特点和规律的认识,应当从政党治理的内在规律、方位现状、经验教训出发,把握从严治党的一般规律、特殊使命和实践路径。从政党治理的内在规律来看,全面从严治党的基本出发点是增强政党认同,内在要求是巩固政党权威,外在要求是树立政党形象。从政党治理的方位来看,全面从严治党必须具有鲜明的时代意识和问题意识,积极适应全球化和信息化两大新趋势,适应民主化和现代化社会发展新动向,坚持以保持先进性和纯洁性为总要求,不断提高拒腐防变和抵御风险的能力,提高党的领导水平和执政水平,在解决突出问题中增强全党的凝聚力和战斗力。从政党治理的经验教训来看,全面从严治党在制度路径上应健全保障从严治党实践的党内制度体系,在价值路径上应建设引领从严治党实践的党内先进文化,在教育路径上应建立推动从严治党实践的党内教育机制。
[Abstract]:To deepen our understanding of the characteristics and laws of party governance in a comprehensive and strict manner under the new situation, we should proceed from the internal laws, azimuth status quo, experience and lessons of party governance, and grasp the general laws of strict party governance. From the perspective of the inherent law of party governance, the basic starting point of administering the party in a comprehensive and strict manner is to strengthen party identity, and the inherent requirement is to consolidate the party's authority. The external requirement is to establish the image of the party. From the position of party governance, we must have a clear sense of the times and a sense of problems, and actively adapt to the two new trends of globalization and information. To adapt to the new trend of democratization and the development of a modern society, to adhere to the general requirement of maintaining advanced nature and purity, to continuously improve the ability to resist corruption, prevent degeneration and resist risks, and to improve the party's leadership and ruling level. In solving outstanding problems, we should strengthen the cohesion and combat effectiveness of the whole party.From the experience and lessons of party governance, we should improve the inner-party system which guarantees the practice of strictly administering the party in a comprehensive and strict way. In the way of value, we should build the advanced culture within the Party to guide the practice of strict administration of the Party, and in the path of education, we should establish the inner-party education mechanism to promote the practice of administering the Party strictly.
