组织中容错机制的模型建构与管理策略

【摘要】:容错机制是当前政府部门用于解决改革创新过程中一些领导干部因担心犯错被问责而选择不作为、不敢为现象的一项新举措。在组织变革与创新管理过程中,组织是实施容错机制的现实场所,也有推行容错机制的必然要求。基于过程管理的I-P-O模型,构建了组织中容错机制的理论模型,深入分析了识别、评估、处理等容错机制核心环节的内涵及其构成要素,揭示了该模型从识别到评估、处理,再到预警,最后到识别的闭环运行过程,以及监督、申诉等环节在其中所起到的辅助作用。为了保证容错机制的顺利实施,从如何营造积极的容错文化氛围、设计激励性的工作方式、制定科学的绩效考核制度和建立正确的选人用人机制等方面提出了一些管理建议。
[Abstract]:Fault-tolerant mechanism is a new measure used by government departments to solve the reform and innovation process in which some leading cadres choose not to act for fear of being held accountable for making mistakes, and do not dare to act as a phenomenon. In the process of organizational change and innovation management, Organization is the practical place to implement fault-tolerant mechanism, and it also has the inevitable requirement to implement fault-tolerant mechanism. Based on the I-P-O model of process management, the theoretical model of fault-tolerant mechanism in the organization is constructed, and the identification and evaluation of the fault-tolerant mechanism in the organization are deeply analyzed. The connotation of the core link of fault-tolerant mechanism, such as processing, and its constituent elements, reveal the closed-loop operation process of the model from recognition to evaluation, processing, early warning, and finally to recognition, as well as supervision. In order to ensure the smooth implementation of the fault-tolerant mechanism, from how to create a positive culture of fault tolerance, design encouraging working methods, Some management suggestions are put forward in the aspects of establishing scientific performance appraisal system and establishing correct selection and employment mechanism.
