【摘要】:中国共产党运用媒体能力建设的理论依据主要有马克思、恩格斯的人民报刊思想,列宁关于无产阶级政党运用媒体宣传并加强管理的思想,毛泽东关于中国共产党运用媒体要发挥媒体政治功能的思想,邓小平关于中国共产党运用媒体宣传要坚持正确政治方向与原则的思想,江泽民关于中国共产党应对新媒体“积极发展,加强管理,趋利避害,为我所用”的思想,胡锦涛关于党提高媒体舆论引导能力的思想以及习近平关于党和政府主办媒体必须姓党的思想。中国共产党运用媒体能力建设的历史考察主要分建党初期、土地革命战争时期、抗日战争时期、解放战争时期、新中国成立后至改革开放前、社会主义现代化建设新时期六个时期进行考察。通过历史考察总结了中国共产党运用媒体能力建设的特点与经验教训,其特点在于中国共产党运用媒体能力建设的形式日益多样化,中国共产党运用媒体能力建设的功能日趋全面化,中国共产党运用媒体能力建设的要求日趋严格化。新时期中国共产党运用媒体能力建设的主要内容包括:中国共产党运用媒体塑造良好形象的能力建设,中国共产党运用媒体引导舆论的能力建设,中国共产党善于同媒体打交道的能力建设,中国共产党在突发事件中媒体应对的能力建设,中国共产党运用媒体对外传播的能力建设。中国共产党运用媒体能力建设的现实挑战有六个方面:一是政党与媒体关系的变化对中国共产党运用媒体能力建设的挑战,二是多元化社会的政党政治对中国共产党运用媒体能力建设的挑战,三是网络对中国共产党运用媒体能力建设的挑战,四是非公共理性对中国共产党运用媒体能力建设的挑战,五是信息沟通渠道对中国共产党运用媒体能力建设的挑战,六是网络群体性事件对中国共产党运用媒体能力建设的挑战。中国共产党运用媒体能力建设的路径选择。一是坚持五个“转变”的党管媒体的工作思路:从党管党报党刊转变为党管媒体,从党管“四权”转变为管导向、管宏观,从党政主导的“管制”模式转变为多方参与的“治理”模式,从对舆论的刚性控制转变为遵循舆论规律的柔性引导,从主要依靠政策进行管理转变为依法管理、规范管理。二是创新中国共产党运用媒体的运行方式:创新中国共产党运用媒体进行意识形态引导的方式,创新中国共产党运用媒体搜集、整合社会利益的方式,创新中国共产党运用媒体与外部环境的交流、沟通方式。三是积极应对多元社会思潮对中国共产党运用媒体能力建设的挑战。要加强舆论导向力建设、理论透析力建设、洞察预见力建设、媒体传播力建设、国际影响力建设。四是增强中国共产党运用新媒体的能力。要树立正确的新媒体观,培育广大领导干部的新媒介素养,提高领导干部驾驭新媒体的能力,建立健全相关规章制度与法律法规,借鉴国外政党运用新媒体的成功经验。五是积极应对网络群体性事件对中国共产党运用媒体能力建设的挑战。要引导网民理性对待网络群体性事件,畅通信息传播渠道及时公开信息,注意培养并发挥网络“意见领袖”的作用,正确对待网民的政治诉求,建立网络群体性事件预警机制。
