论全面从严治理腐败的战略意义及战略取向

【摘要】：治理腐败是一项极其复杂的系统工程,需要综合考量相关实践规律和条件因素,既从整体布局上建构协同性腐败治理体系,又在常态化实践中催生持续性廉洁增量,实现"惩防并举,标本兼治"的目标。理解当代中国全面从严治理腐败的现实性和可能性,必须明确社会主义廉政建设的政道逻辑,明确全面从严治党及全面治理腐败的逻辑。在攻坚克难之际,从学理上澄清质疑中国政府反腐败"彻底性"的若干错误思潮,有助于总体把握"全面治理"的战略布局和"从严治理"的战略要求,从整体上构建和优化当代中国腐败治理体系及其实践机制。
[Abstract]:Governance of corruption is an extremely complex system engineering, which needs to comprehensively consider the relevant practice rules and conditions, both from the overall layout of the construction of cooperative corruption governance system, but also in the normal practice of promoting continuous clean increment. To realize the goal of "treating both punishment and prevention at the same time and treating both symptoms and symptoms". To understand the reality and possibility of comprehensively and strictly controlling corruption in contemporary China, it is necessary to make clear the logic of politics and ethics in the construction of a clean and honest socialist government. To clarify the logic of managing the Party in a comprehensive and strict manner and to comprehensively control corruption. At this time of difficulty in tackling the problem, we should clarify from a theoretical point of view a number of erroneous trends of thought questioning the "thoroughness" of the Chinese government's anti-corruption efforts. It is helpful to grasp the strategic layout of "overall governance" and the strategic requirement of "strict governance", and to construct and optimize the corruption governance system and its practical mechanism in contemporary China as a whole.
