【摘要】：在全面从严治党战略中,党的基层组织建设具有"固本培元"的基础性作用。在新形势下加强和改进基层服务型党组织建设必须坚持"一核双翼"的工作布局,大力推进基层党组织反腐倡廉和作风建设,深入贯彻基层党组织干部选拔任用及管理培养机制改革,不断推进基层党建工作的规范化与科学化。
