在奖优、罚劣、治庸中激发干部的担当热情

【摘要】:正着眼于解决为官不为问题,唐山市建立起严格的奖惩制度,切实做到"不让担当干事者吃亏,不让不干实事者得利"。一是贡献奖励制度。每年年终,围绕市委、市政府确定的大事要事、重大项目以及重点民生实事工程推进落实情况,开展年度"十大亮点工作"评选。对获评"十大亮点工作"的主要负责干部,确定为"实干兴唐突出贡献干部"初步人选,经市委研究并公示后,以市委名义进行通报表扬,给予记功奖励,作为干部使用的重要依据。二是实绩提名制度。把干部的干事业绩与干部选任初始提名结合起来,在干部选任的动议阶段,对干部干事
