A市干部选拔任用监督机制研究

【摘要】:中国自古强调选人用人对于国家治理的重要性,中国共产党领导的当代中国对干部选拔任用工作尤为重视,现行的干部选拔任用工作有着中国独有的方式方法,由解放初期的委派向委任制、选任制、考任制、聘任制等多种形式发展,公开选拔、竞争上岗也一度成为媒体关注的焦点,干部人事制度日趋完善,但仍存在诸如“带病提拔”、买官卖官、任人唯亲、违规破格提拔等不正之风,严重破坏了党和政府的公信力。全社会对干部选拔任用工作公开透明的要求也越来越高,对干部选拔任用工作进行监督的期盼也越来越强烈。干部选拔任用监督作为从源头上防止选人用人不正之风的重要手段,,是发展有中国特色社会主义民主政治建设的客观要求,是提升党的执政能力的需要,是完善干部选拔任用管理的重要环节,也是建设我国高素质干部队伍的重要保障。 本文运用文献分析法、实证研究法、比较研究法、理论综合分析法等方法,从干部选拔任用监督工作的问题提出和研究的意义入手,综合分析了国内外的研究现状,构建了本文的研究框架。文章运用过程管理学理论和党内监督理论,对干部选拔任用监督的定义进行了分析,厘清了干部选拔任用监督的监督主体、监督客体及监督内容,建立干部选拔任用监督的过程运行模型。同时,初步研究了西方国家和港台地区的人事行政制度中监督管理的组织架构,找出了适用于我国干部选拔任用监督的理念和做法。文章以A市为例,对A市近年来加强干部选拔任用监督在政策宣传、制度建设、监督检查、拓宽监督渠道等实践做法进行总结。通过调查问卷和考察谈话等形式,分析了A市现有干部队伍情况、干部选拔任用监督工作情况,并查找出A市部分地区干部选拔任用和监督机制中存在的如个别领导“一言堂”、制度执行不到位、监督方式单一、监督力量薄弱等问题,对问题产生的原因进行了分析,最后就在新形势下如何建立健全干部选拔任用监督机制展开探索,从干部选拔任用全过程监督、建立选拔任用风险评估机制、强化违规追责力度、加强监督工作基础队伍建设等方面提出了建议和意见。
[Abstract]:Since ancient times, China has emphasized the importance of selecting and employing personnel for the governance of the country, and contemporary China under the leadership of the Communist Party of China has attached particular importance to the selection and appointment of cadres, and the current work of selecting and appointing cadres has its own unique ways and means.During the early years of liberation, the appointment system, the selection system, the examination system, the appointment system, and other forms of development, such as open selection and competition for posts, also became the focus of media attention, and the cadre and personnel system became increasingly perfect.However, there are still unhealthy tendencies such as "getting promoted with illness", buying officials and selling officials, appointing cronies, and breaking the rule of law and promotion, which seriously undermines the credibility of the party and the government.The whole society has higher and higher demands on the openness and transparency of the selection and appointment of cadres, and the expectation of supervising the work of selecting and appointing cadres is becoming stronger and stronger.As an important means to prevent improper selection and employment of cadres from the source, the cadre selection and appointment supervision is the objective requirement for the development of socialist democratic politics with Chinese characteristics and the need to enhance the Party's governing ability.It is an important link in improving the management of cadre selection and appointment, and is also an important guarantee for building the contingent of high quality cadres in our country.By using the methods of literature analysis, empirical research, comparative research and theoretical comprehensive analysis, this paper analyzes the current research situation at home and abroad from the point of view of the problems raised and the significance of the research on the selection and appointment of cadres.The research framework of this paper is constructed.Based on the theory of process management and the theory of inner-party supervision, this paper analyzes the definition of the supervision of the selection and appointment of cadres, and clarifies the subject, object and content of the supervision of the selection and appointment of cadres.Establish the process operation model of cadre selection and appointment supervision.At the same time, this paper preliminarily studies the organizational structure of supervision and management in the personnel administrative system of western countries and Hong Kong and Taiwan, and finds out the ideas and practices applicable to the selection and appointment of cadres in our country.Taking A city as an example, this paper summarizes the practice of strengthening the supervision of cadre selection and appointment in A city in recent years in the aspects of policy propaganda, system construction, supervision and inspection, widening of supervision channels, and so on.By means of questionnaires and investigation talks, this paper analyzes the current situation of cadres in A City, the work of selecting and appointing cadres, and the supervision of cadres' selection and appointment.It also finds out the problems existing in the selection, appointment and supervision mechanism of cadres in some areas of A City, such as "arbitrariness" of individual leaders, lack of implementation of the system, single mode of supervision, weak supervisory power, and so on, and analyzes the causes of the problems.Finally, it explores how to establish and improve the supervision mechanism of cadre selection and appointment under the new situation, from the whole process of cadre selection and appointment supervision, to establish the risk evaluation mechanism of selection and appointment, and to strengthen the enforcement of illegal accountability.Suggestions and suggestions were put forward in respect of strengthening the construction of the basic contingent of supervision work.
