【摘要】：在1921年到1949年二十八年里,延安时期大约有十三年,几乎占了一半的时间。在这十三年,中国共产党产生了马克思主义基本原理同中国革命具体实践的第一个重大理论成果,即毛泽东思想,并且确立为党的指导思想;在这十三年,党不断战胜各种艰难险阻,战胜内外敌人,一步步的发展壮大,并为解放战争的胜利积蓄了巨大的人力、物力、思想资源。这一时期,中国共产党在延安实现了政党清正、政府清廉、政治清明的政治局面,在陕甘宁边区到处充满着欣欣向荣,充满生机的景象,和国统区形成了强烈的反差。其中重要的历史经验是始终坚持反腐倡廉建设。延安时期反腐倡廉建设的历史经验,在当下仍然具有重大的现实意义和深远的历史意义。鉴于此,本文以中国共产党延安时期反腐倡廉建设为贯穿始终的研究主题。力图通过研究这一时期反腐倡廉建设的重大事件、主要举措,以期深化延安时期反腐倡廉建设基本经验、基本规律、历史启示,深化习近平反腐倡廉建设理论与实践的新发展、新贡献的认识,努力推进实现“两个一百年的”的民族复兴中国梦的伟大实践。本文主要采取文献研究法、分析比较法和历史逻辑相统一等研究方法。运用文献法梳理研究延安时期反腐倡廉建设的脉络及其必然性;运用分析比较法,研究总结延安时期反腐倡廉建设的重要举措及基本经验;运用历史逻辑相统一的方法,在研究延安时期反腐倡廉建设基本经验基础上,进一步研究概括其当代发展与创新。全文主要分为三章:第一章主要研究和阐述延安时期的反腐倡廉的理论依据和文化渊源。理论依据主要研究马克思恩格斯以及列宁的有关无产阶级政党反腐倡廉建设的理论与实践,研究中国优秀传统文化中的廉政思想,阐述延安时期反腐倡廉建设理论与马克思主义反腐倡廉建设理论上的一脉相承,实践上的丰富发展。同时,也是中华民族优秀传统廉政文化思想的传承和弘扬。第二章主要研究和阐述延安时期反腐倡廉的实践依据和实践探索。实践依据主要研究延安时期反腐倡廉建设的客观必然性。分析黄克功、肖玉璧等延安时期腐败现象和及其危害,阐明延安时期坚持反腐倡廉建设的必要性和可行性。实践探索主要研究延安整风、大生产运动、学习张思德、白求恩等重大事件,阐述进行全党的马克思主义教育、艰苦奋斗与密切联系群众作风教育是延安时期反腐倡廉建设顺利推进的基础工程,研究延安时期初步探索建立民主政治制度、干部廉政制度、经济民主制度和有关法律等反腐倡廉制度建设,阐述这些举措为延安时期反腐倡廉建设提供了制度保障,从而使陕甘宁边区风清气正,政治清明,为夺取新民主主义革命胜利,建设社会主义奠定了政治基础。第三章主要研究阐述延安时期反腐倡廉建设的主要经验与当代发展。延安时期反腐倡廉基本经验主要体现在坚持在全党进行马克思主义教育、艰苦奋斗的作风教育和密切联系群众的教育;积极探索建立反腐倡廉制度和有关法律和营造良好社会风气。当代发展主要包括新中国成立后毛泽东、邓小平、江泽民、胡锦涛的发展及习近平在反腐倡廉建设理论、实践和制度的创新。
[Abstract]:In the twenty-eight years from 1921 to 1949, the period of Yanan was about thirteen years, almost half of the time. In these thirteen years, the Communist Party of China produced the first important theoretical results of the basic principles of Marx's doctrine and the concrete practice of the Chinese revolution, namely, Mao Zedong thought, and established as the guiding ideology of the party; in these thirteen years, the party kept constant. To overcome all kinds of difficulties and difficulties, defeat the internal and external enemies, develop and grow step by step, and save huge manpower, material and ideological resources for the victory of the liberation war. In this period, the Communist Party of China realized the political party in Yanan, the government's honest and political clear political Bureau, full of prosperity and vitality everywhere in the Shanxi Gansu Ningxia border region. The historical experience of the anti corruption and building clean government in Yanan is still of great practical significance and far-reaching historical significance in the present time. In view of this, this article takes the construction of anti corruption and clean government in the period of the Communist Party of China's Communist Party of Yanan as a breakthrough. In order to deepen the basic experience, basic law, historical enlightenment, deepen the new development of the theory and practice of Xi Jinping's anti-corruption and clean clean construction, deepen the new development of the theory and practice of Xi Jinping's anti-corruption and clean government, deepen the understanding of the new contribution, and push forward the realization of the "two one hundred years". This article mainly adopts the literature research method, analyzes the research methods of the unification of the comparative law and the historical logic. On the basis of the basic experience in the study of the construction of anti corruption and building clean government in Yanan, the author uses the method of historical logic to further study and summarize its contemporary development and innovation. The full text is divided into three chapters: the first chapter mainly studies and expounds the theoretical basis and cultural origin of the anti corruption and clean government in the period of Yanan. The theoretical basis is mainly about Marx. Engels and Lenin's theory and practice about the construction of anti proletarian political party against corruption and clean government, study the idea of clean government in Chinese excellent traditional culture, and explain the theory of anti corruption and clean government in Yanan in theory with the theory of Marx's anti corruption and clean government, and the rich development in practice. At the same time, it is also the excellent tradition of the Chinese nation. The second chapter mainly studies and expounds the practice basis and practice exploration of the anti corruption and clean government in the period of Yanan. The practice is based on the objective necessity of the construction of anti-corruption and advocating corruption in the period of Yanan. It analyzes the corruption phenomenon and its harm in the period of Yanan, such as Huang Kegong, Xiao Yu bir and so on, and clarifies the anti corruption and advocacy of honesty in the period of Yanan. The necessity and feasibility of the construction are mainly studied in the Yanan rectification movement, the major production movement, the study of Zhang Side, Bethune and other major events, and the whole Party's Marx education. The hard struggle and close contact with the mass style education are the basic projects for the successful promotion of anti-corruption and building a clean government in the period of Yanan, and the preliminary study of the period of Yanan. Exploring the establishment of a democratic political system, a clean government system, a democratic system of economy and the relevant laws, the construction of a system of anti-corruption and building a clean government, these measures provide a system guarantee for the construction of anti-corruption and clean government in Yanan, thus making the Shanxi Gansu Ningxia border area clean and clear, and laid the foundation for the victory of the new democratic revolution and the construction of socialism. The third chapter mainly expounds the main experience and contemporary development of the anti corruption and building clean government in the period of Yanan. The basic experience of anti-corruption and advocating corruption in the period of Yanan is mainly reflected in the insisting on the education of Marx doctrine in the whole party, the style education of hard struggle and the close contact with the masses, and actively exploring the establishment of the system of anti-corruption and advocating the integrity of the government. The development of contemporary development mainly includes the development of Mao Zedong, Deng Xiaoping, Jiang Zemin, Hu Jintao, and the innovation of Xi Jinping's theory, practice and system of anti corruption and clean government after the founding of new China.
