新形势下党内法规制度建设的若干思考

【摘要】：对于中国共产党来讲,党内法规制度建设应坚持纪严于法、纪在法前、制度治党、纪法分开的理念,切实建立好的且是管用的党内法规制度。改革开放以来,党内法规制度建设成效显著,制度框架初步形成,制度规划已经建立,制度审查纳入规范,制度清理更加及时,制度自觉显著增强,但在衔接配套、与时俱进、合法合规、制度伦理、制度效应、落地落实方面也存在一些突出问题。党内法规建设要在提质增效、废旧立新、衔接有序、落地落实上下功夫,努力形成强大的制度效应,推动制度创新发展,发挥制度集成功能,切实维护制度权威。
[Abstract]:For the Communist Party of China, it is necessary to adhere to the idea of strict discipline in the construction of laws and regulations within the Party, the idea of governing the Party by system before the law and the separation of discipline and law, and to establish a good and effective system of laws and regulations within the Party. Since the reform and opening up, the inner-party laws and regulations have achieved remarkable results, the institutional framework has been preliminarily formed, the system planning has been established, the system review has been brought into the norm, the system has been cleaned up more promptly, and the system consciousness has been significantly enhanced. There are some outstanding problems in legal compliance, system ethics, system effect and implementation.
