基层腐败治理论

【摘要】：当前我国基层腐败治理主要采取道德教育、权力相互制约、用法律制度规范权力运行、加强社会舆论监督等路径。基层腐败治理过程中存在价值取向、非法治化、应然与实然偏离等不足。法治框架下,加强基层腐败治理要从教育方式、制度制定以及监督体系方面入手,贯彻法治精神,确立基层腐败治理对策正确的法治化价值取向,确立腐败治理制度的正确导向,落实反腐制度的实践,走"标本兼治"的反腐路线。
[Abstract]:At present, corruption management at the grass-roots level in our country mainly adopts moral education, mutual restriction of power, standardizing power operation with legal system, strengthening supervision of public opinion and so on. There are some shortcomings in the process of controlling corruption at the grassroots level, such as value orientation, non-rule of law, and deviation from reality. Under the framework of the rule of law, to strengthen the governance of corruption at the grass-roots level, we should start from the aspects of education, system formulation and supervision system, carry out the spirit of the rule of law, and establish the correct value orientation of ruling by law in the countermeasures of corruption governance at the grass-roots level. To establish the correct guidance of the corruption management system, to carry out the practice of the anti-corruption system, and to take the anti-corruption line of "treating both the symptoms and the root causes".
