党群治理资源系统的差序式管理探析

【摘要】：党群治理资源系统的运行是不断开发、利用和保护党群治理资源的过程。在此过程中,由于受传统思维的影响,党群治理资源的开发出现了治理资源的闲置、浪费和流失等问题。为此,仅仅保证党群治理资源系统的运行还是不够的,还需要根据不同的归类原则,对党群治理资源系统进行多维划分,同时,要根据环境的变化有重点、有次序地对不同维度的治理资源进行差序化的开发利用,进而能通过优化治理排序、拓宽治理路径并进一步发挥资源效益,推动党群治理目标的实现。
[Abstract]:The operation of the Party-masses governance resource system is the process of developing, utilizing and protecting the party-masses governance resources. In this process, due to the influence of traditional thinking, the development of Party and masses governance resources appears the idle, waste and loss of resources. Therefore, it is not enough merely to ensure the operation of the Party and masses governance resource system. It is also necessary to carry out multidimensional division of the party and masses governance resources system according to different classification principles, and at the same time, to focus on the changes in the environment. The development and utilization of governance resources of different dimensions can be carried out in an orderly manner, which can further promote the realization of the goal of party and mass governance by optimizing the order of governance, widening the path of governance and further exerting the benefit of resources.
