略论“把权力关进制度的笼子里”——以党建科学化为视角

【摘要】：习近平在十八届中央纪委第二次全会上指出:"要加强对权力运行的制约和监督,把权力关进制度的笼子里,形成不敢腐的惩戒机制、不能腐的防范机制、不易腐的保障机制"。文章结合党的建设科学化研究专题的学习讨论,围绕"把权力关进制度的笼子里"这个课题作了研究探讨,着重论述了其理性内涵和实践意义、打造制度笼子的基本要求、发挥制度作用的三个关键环节。
[Abstract]:Xi Jinping pointed out at the second plenary session of the 18th Central Disciplinary Commission: "it is necessary to strengthen the restriction and supervision on the operation of power, put power in the cage of the system, and form a punishment mechanism that does not dare to rot, a preventive mechanism that cannot rot, and a guarantee mechanism that is not perishable". Based on the study and discussion of the subject of scientific research on the party building, this paper discusses the subject of "putting power in a cage of the system", with emphasis on its rational connotation and practical significance, and on the basic requirements of building the institutional cage. Play the role of the system of three key links.
