我国农村基层党组织建设与社会管理体制研究

【摘要】：党的十八大提出,要加快形成党委领导、政府负责、社会协同、公众参与、法治保障的社会管理体制。具体到农村,即形成农村基层党组织领导农村基层政府、农村社会组织、农村社会成员管理和发展农村社会。研究农村基层党组织建设与社会管理体制,首先要了解其相关理论,其次要正确理解它们各自的地位及功能,以更好地促进农村社会的发展。我国农村基层党组织与社会管理体制发挥的积极作用主要表现为:农村基层党组织创新管理措施,保障经济社会进步,提高和改善农民生活水平;在农村基层党组织的领导下,基层政府管理理念开始转变、运行逐步科学化、公共服务导向逐渐确立;农村各类社会组织规模数量逐渐扩大,促进农村经济逐步发展,保障农村文化快速传播;农村社会成员参与农村经济发展,投身农村设施建设,转变农村文化观念。农村基层党组织建设与社会管理体制运行存在的不足表现在:农村党组织的部分成员思想滞后,队伍建设不健全,联系村民较弱;基层政府职能“缺位越位”,管理手段单一,依法行政理念缺失;农村社会组织制度不健全,资金缺乏,行政依赖性强,公信力缺失;农村社会成员政治参与不足,科学文化素质不高,法制意识淡薄。因此,完善农村基层党组织建设与社会管理体制创新,必须做好以下几个方面:一是加强基层党组织的思想建设,组织建设,作风建设和制度建设。二是在基层党组织领导下,杜绝政府职能“缺位”“越位”现象,构建服务型政府;转变基层政府管理模式,重视社会服务与社会参与;营造法制化氛围,加强依法行政,依法管理。三是在基层党组织领导下,加强农村各类社会组织规章制度建设,提升农村社会管理水平;提高农村各种社会组织资金投入,保障各项活动正常运转;加快农村各类社会组织去行政化改革,提升在农村社会公信力。四是在基层党组织领导下,提升农村社会成员政治参与能力,引领农村社会成员政治认同;提高农村社会成员科学文化素质,共建农村社会良好文化环境;加强农村社会成员普法教育,提高农村社会成员法制意识。
[Abstract]:The 18th National Congress of the Party proposed to accelerate the formation of party committee leadership, government responsibility, social cooperation, public participation, the rule of law guarantee the social management system. To the rural areas, that is, to form the rural grass-roots party organizations to lead the rural grass-roots government, rural social organizations, rural social members management and development of rural society. To study the rural grass-roots party organization construction and social management system, first of all, we should understand the relevant theories, secondly, we should correctly understand their respective position and function, in order to better promote the development of rural society. The positive roles played by the rural grass-roots party organizations and the social management system are as follows: the rural grass-roots party organizations innovate management measures, ensure economic and social progress, improve and improve the living standards of farmers, and under the leadership of the rural grass-roots party organizations, The basic level government management concept begins to change, the operation is gradually scientific, the public service orientation is gradually established, the scale of various social organizations in rural areas is gradually expanded, the rural economy is gradually developed, and the rural culture is guaranteed to spread rapidly. Members of rural society participate in the development of rural economy, participate in the construction of rural facilities, and change the concept of rural culture. The shortcomings of rural grass-roots party organization construction and social management system operation are as follows: some members of rural party organization are lagging behind in thought, the team construction is not perfect, the contact with villagers is weak, the function of grass-roots government is "absent and offside", and the management means are single. The concept of administration according to law is lacking; the system of rural social organization is not perfect, the fund is lacking, the administrative dependence is strong, the credibility is lacking; the political participation of rural social members is insufficient, the quality of science and culture is not high, and the consciousness of legal system is weak. Therefore, to perfect the rural grass-roots party organization construction and social management system innovation, we must do well in the following aspects: first, strengthen the ideological construction, organizational construction, style construction and system construction of grass-roots party organizations. Second, under the leadership of grass-roots party organizations, we should put an end to the phenomenon of "absence" and "offside" of government functions, construct service-oriented governments, change the management mode of grass-roots governments, attach importance to social services and social participation, create an atmosphere of legalization, and strengthen administration by law. Manage according to law. Third, under the leadership of grass-roots party organizations, we should strengthen the construction of regulations and rules of various social organizations in rural areas, enhance the level of rural social management, increase the capital input of various social organizations in rural areas, and ensure the normal operation of various activities; We will speed up the deadministrative reform of various social organizations in rural areas and enhance the credibility of rural society. Fourth, under the leadership of the grass-roots party organization, to promote the ability of political participation of rural social members, to lead the political identification of rural social members, to improve the scientific and cultural quality of rural social members, and to jointly build a good cultural environment in rural society. Strengthen the education of popularizing the law among the members of rural society and raise the awareness of the legal system of the members of the rural society.
