南欧国家的腐败与反腐败

【摘要】：南欧国家一直是欧洲国家中的腐败"重灾区",政党融资、利益冲突、财产申报以及公共采购领域的腐败问题普遍比较严重。不同国家还有各自突出的腐败问题,如腐败与有组织犯罪问题、医疗系统腐败与逃税问题、城市建设领域的腐败等。为应对挑战,南欧国家积极推进反腐败机构建设,完善法律体系,实施新举措,但经过多年治理后腐败状况仍不容乐观。反腐败法律碎片化、对举报者保护不足、对利益集团监管不到位、媒体自由度偏低,以及根深蒂固的"腐败文化"是其反腐败战争中的主要障碍。
[Abstract]:Southern European countries have been a "disaster zone" for corruption in European countries, with widespread corruption in the areas of party financing, conflict of interest, property declarations and public procurement. Different countries also have their own outstanding corruption problems, such as corruption and organized crime, health system corruption and tax evasion, corruption in urban construction, and so on. To meet the challenge, southern European countries actively promote anti-corruption institutions, improve the legal system, implement new measures, but after years of governance, corruption is still not optimistic. Fragmentation of anti-corruption laws, inadequate protection of whistleblowers, inadequate supervision of interest groups, low freedom of the media and deep-rooted "culture of corruption" are the main obstacles in the anti-corruption war.
