【摘要】：廉政建设工作一直是国家工作的重中之重。腐败等不廉洁的行政行为,侵害社会公共权力和人民公共利益,影响政府部门的工作效率和服务质量,弱化政府的公共威信力和公正廉洁的形象。我国对发生的廉政问题都是严厉处置,绝不姑息。随着社会经济的发展,我国的腐败等不廉洁的行政行为呈现出越来越隐蔽的趋势,预防腐败等廉政工作的开展受到一定阻碍。所以,廉政风险防控机制为我国的廉政建设工作提供了新的思路,创新了预防腐败的方法。但目前我国的廉政风险防控机制仍处在起步阶段,机制制度等不很健全,具体落实过程中存在不足。本文针对我国廉政风险防控机制的建设和实施过程中出现的问题,进行相关的原因分析,并在借鉴国外优秀成功经验和结合我国实际的基础上,提出完善我国廉政风险防控机制的对策建议。本文共由绪论、四章正文内容和结语三个部分内容组成。第一章绪论部分,说明了选题的背景和意义、国内外研究现状、研究基本思路和主要内容等内容。正文部分,第二章概述了廉政风险防控机制的相关理论,包括风险和廉政风险的概念、廉政风险防控机制的内涵、创新廉政风险防控机制的理论依据和意义;第三章分析了我国廉政风险防控机制的建设现状,现阶段存在的问题,及这些问题出现的原因;第四章,从法律体系、监督体系、政府行政管理制度、国家廉政文化等四个方面,介绍了瑞典、新加坡、新西兰等国际公认廉洁国家,在廉政建设方面的成功实践及对我国的启示;第五章,在结合我国实际国情和国外的经验启示的基础上,针对我国在廉政风险防控机制的建设实践中出现的问题,提出三大点对策建议,以期对建设我国的廉政风险防控机制提供理论帮助。
[Abstract]:The construction of a clean government has always been the top priority of national work. Corruption and other incorruptible administrative acts infringe upon the public power and public interests of the people, affect the work efficiency and service quality of government departments, and weaken the public prestige and the image of fairness and integrity of the government. The problem of clean government in our country is dealt with harshly and will not be tolerated. With the development of social economy, corruption and other incorruptible administrative behaviors in our country show a more and more covert trend, and the development of clean and honest work such as prevention of corruption is hindered to some extent. Therefore, the mechanism of clean government risk prevention and control provides a new idea for the construction of clean government in our country, and innovates the method of preventing corruption. However, the mechanism of clean government risk prevention and control in our country is still in its infancy, the mechanism and system are not perfect, and there are some deficiencies in the concrete implementation process. According to the problems in the construction and implementation of the clean government risk prevention and control mechanism in our country, this paper analyzes the relevant reasons, and on the basis of drawing lessons from foreign excellent successful experience and combining with the reality of our country, The countermeasures and suggestions for perfecting the mechanism of preventing and controlling the risk of clean government in China are put forward. This paper consists of three parts: introduction, four chapters and conclusion. The first chapter introduces the background and significance of the topic, the current research situation at home and abroad, the basic ideas and main contents. The second chapter summarizes the relevant theories of clean government risk prevention and control mechanism, including the concept of risk and clean government risk, the connotation of clean government risk prevention and control mechanism, the theoretical basis and significance of innovation clean government risk prevention and control mechanism; The third chapter analyzes the current situation of the construction of clean government risk prevention and control mechanism, the existing problems at the present stage, and the causes of these problems. Chapter four, from the legal system, the supervision system, the government administration system, the fourth chapter, from the legal system, the supervision system, the government administration system, This paper introduces the successful practice in the construction of clean government in Sweden, Singapore, New Zealand and other internationally recognized clean and honest countries, and its enlightenment to our country. On the basis of combining the actual situation of our country and the experience and enlightenment of foreign countries, in view of the problems in the construction practice of clean government risk prevention and control mechanism in our country, three major countermeasures and suggestions are put forward. In order to build our country's clean government risk prevention and control mechanism to provide theoretical help.
